Provide programmatic, technical, and financial analysis support for Navy S&T initiatives. Tasks include TRA/MRL support, budget/POM analysis and reporting, SOP and administrative management, FFRDC sponsor feedback handling, and specialized IT or communications duties as assigned. Liaise with senior military and civilian stakeholders and prepare briefings for leadership.

Provide advanced IT support and maintenance for Navy information systems: troubleshoot hardware/software, manage servers and network infrastructure, implement security controls (STIG/RMF), support virtualization and backups, produce documentation, mentor junior staff, and drive improvements to availability, performance, and compliance.

Collects, reviews, and analyzes operational, financial, and programmatic data to support NAVSEA reporting. Prepares reports, briefings, budgets, and presentations; maintains files, databases, and document repositories. Coordinates communications, meetings, travel, invoicing, and routine business processes; monitors milestones, identifies inefficiencies, and ensures compliance with NAVSEA standards.

Lead financial analysis, forecasting, and complex modeling to support contract performance and strategic planning. Manage monthly reporting, variance and burn-rate analysis, and audit readiness. Supervise junior financial staff and collaborate with program, contracts, and technical teams to align financial forecasts with operational execution and NAVSEA requirements.

Manage and maintain inventory databases (DPAS, COLTS, ILS), ensure DoD/NAVFAC/SOCOM compliance, support audits (FIAR), coordinate shipments with FLC, analyze supply chain data, and provide logistics recommendations to NSWG-8 N-4 leadership.

Support and develop BI platforms, dashboards, ETL, and data integration. Produce analytics, KPIs, forecasts, and reports for senior leadership. Manage KM and BI projects, implement process improvements, and present findings to command.

Provide systems engineering across the acquisition lifecycle for C2/ISR/Cyber/EW systems. Advise on acquisition pathways, prepare and review engineering and program documents, participate in technical reviews and IPTs, develop integrated master schedules and risk tracking, evaluate reliability, quality, cybersecurity (NIST), and system architectures (DODAF), and support milestone decision reviews.

Perform DoD budgeting and financial management using GFEBS, LMP, PMRT, and CCaR. Prepare and reconcile commitments, obligations, and expenditures; support PPBE/P- and R-Form reporting; respond to budget data calls; develop funding strategies; create funding documents and execution reports; provide training and troubleshooting for financial/PM tools.

Manage and maintain HR training, certification, awards, and personnel data. Track training needs, update SharePoint and HR databases, prepare reports, spreadsheets, presentations, and correspondence, and ensure PII is handled securely.

Provide hands-on IT support for Navy systems: install, configure, and repair hardware/software, troubleshoot OS and network issues, support server maintenance and patching, document configurations, follow security protocols, deliver user support and basic training, and assist with asset management.
