Procurement Officer manages high-value and technical purchasing for multiple state offices and facilities. Responsibilities include processing requisitions, preparing purchase orders and bid documents, evaluating vendor quotations, assisting with contracts and awards, ensuring procurement compliance, and coordinating with legal, facilities, finance, vendors, and internal teams. The role also supervises a Procurement Specialist and requires knowledge of state purchasing regulations, solicitation methods, pricing analysis, and contract procedures.

Provides primary IT help desk support, troubleshooting hardware, software, network, and mobile-device issues. Installs and configures workstations, peripherals, software, and video conferencing systems; creates workstation images and deploys systems through Microsoft Configuration Manager. Manages computer equipment inventory, domain user accounts, and workstation records, while coordinating vendor repairs and assisting with IT projects and administrative tasks.

Partners with agency leaders to align HR strategies with organizational goals, improve employee experience and performance, resolve complex employee relations issues, conduct investigations, interpret HR policies, and provide coaching and consultation. Uses workforce data to identify trends and recommend organizational improvements. Requires occasional independent travel and a valid Nebraska driver’s license.

Reviews purchase requests, selects appropriate procurement methods, solicits and evaluates vendor quotes and proposals, analyzes pricing and delivery terms, negotiates with suppliers, prepares RFQs, contracts, purchase orders, and award recommendations, and manages contract renewals. The role also resolves billing or service issues, monitors vendor performance, and ensures compliance with state procurement policies.

Leads the Nebraska Ethanol Board, overseeing staff, programs, budgets, strategic planning, policy advocacy, business recruitment, stakeholder relations, media outreach, and industry events. The Executive Director collaborates with board members, state agencies, legislators, producers, retailers, and industry groups to advance ethanol adoption and economic development. Responsibilities include personnel management, budget preparation, fundraising and collaborative initiatives, public speaking, agency representation, and travel to conferences and meetings up to 25% of the time.

Provides advanced technical support for enterprise firewalls, routers, wireless systems, switches, and network hardware. Installs, configures, maintains, repairs, upgrades, and decommissions network equipment across a statewide WAN. Coordinates multiple networking projects, evaluates patching and upgrade needs, develops technical recommendations, maintains procedures and documentation, supports clients, and trains and mentors analysts.

Assists Nebraska Department of Revenue auditors with field and office audits, tax assessment preparation, research, data analysis, and other assigned projects. Works under direct supervision while developing knowledge of state taxation and audit practices. Candidates must be enrolled in or recently graduated from an accredited undergraduate or graduate program. Accounting coursework, Microsoft Office and Excel proficiency, SQL or programming experience, and familiarity with state tax programs are preferred.
