Job Description:

The Nebraska Department of Health & Human Services (DHHS) is seeking an experienced and collaborative HR professional to join our team as a HR Business Partner. In this role, you'll partner with leaders of the agency to align people strategies with organizational goals, shape a strong workplace culture, and support teams through growth and change. You will serve as a trusted advisor — driving engagement, improving performance, and ensuring HR practices make a real difference for employees and the agency.

The HR Business Partner II partners closely with leaders to support effective performance management and enhance the overall employee experience. This position is assigned an area of the agency, providing consultation, coaching, and support to leaders and employees.

  • Develop strong relationships with leaders to understand operational priorities and align HR strategies with organizational goals.
  • Promote collaboration between HR teams and business units to deliver coordinated and responsive support.
  • Use workforce data and insights to identify trends and recommend strategies that strengthen team performance and organizational effectiveness.
  • Manage and resolve complex employee relations issues.
  • Conduct effective, thorough, and objective investigations.
  • Provides HR policy guidance and interpretation.

 

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in a related field and one year of related experience. Experience may be substituted for education on a year for year basis.

 

Preferred Qualifications:

  • Ability to apply critical thinking to performance management, policy interpretation, and problem-solving, with clear and professional written communication.
  • HR Certification as PHR, SPHR, SHRM-CP or SHRM-SCP.
  • Experience working in complex, multi-site, or public sector organizations.
  • Experience coaching leaders on performance management and conflict resolution.
  • 3-5 years of related experience.

Other: Some travel and independent travel will be required. Must possess a valid Nebraska Driver's License
