Provide programmatic, technical, financial, and administrative support for Naval S&T initiatives. Conduct studies, support TRA/MRL assessments, perform POM budgeting and fiscal analysis, manage SOPs and data calls, handle FFRDC sponsor feedback, and deliver specialized IT/communications support as assigned.

Develop and maintain SharePoint Online and Power Platform solutions (Power Apps, Power Automate, Power BI). Translate business requirements into secure, governed M365 applications, prepare and model data for reporting, build dashboards, support testing and performance tuning, provide user training and light support, and participate in agile ceremonies.

Lead and oversee contractor support operations and multidisciplinary technical teams for application lifecycle management. Plan, organize, direct, and coordinate contract support activities, ensuring delivery across analysis, design, development, integration, testing, documentation, training, implementation, and maintenance. Provide written and oral communication and adjust management structures as needed.

Manage manpower programs for CPE IEW&S HQ including concept plans, TDAs, manpower reports, and civilian/contractor personnel management. Develop and staff a complete Concept Plan to support Army objectives, resourcing strategy, and approvals for organizational restructure, ensuring compliance with regulations and support for POM/BES timelines.

Support and develop BI platforms, dashboards, ETL, and data integration. Produce analytics, KPIs, forecasts, and reports for senior leadership. Manage KM and BI projects, implement process improvements, and present findings to command.

Provide systems engineering across the acquisition lifecycle for C2/ISR/Cyber/EW systems. Advise on acquisition pathways, prepare and review engineering and program documents, participate in technical reviews and IPTs, develop integrated master schedules and risk tracking, evaluate reliability, quality, cybersecurity (NIST), and system architectures (DODAF), and support milestone decision reviews.

Provide SharePoint development, workflows, data management, document/repository administration, reporting and metrics for USCG OPC program. Maintain version-controlled documents, respond to rapid data calls, monitor content, generate standardized reports and support dashboards, briefings, and lessons-learned activities.

Operate and maintain classified and unclassified network enclaves (routers, switches, load balancers) for 4,000+ endpoints; respond to Tier III incidents, implement ECPs and upgrades, validate configuration baselines, update Visio network diagrams, and support BRDs, risk assessments, and network impact analyses.

Supports program teams by coordinating project activities, tracking progress, scheduling and facilitating meetings, maintaining documentation and reports, preparing summaries for leadership, and improving program processes while working under moderate supervision.

Develop and maintain Power Platform solutions (Power Apps/Dataverse) integrated with SharePoint and Microsoft Dynamics. Build business rules, create near-real-time ARLT and PALT milestone dashboards, format and manage electronic content, and support business process improvements aligning IT systems with organizational goals.
