Develop, integrate, test, and maintain mission design simulation software and tools for NASA and commercial programs. Implement software lifecycle practices, CI/CD, source control, coding standards, and documentation. Support bringing and maintaining mission design software to Class C per NPR 7150.2. Collaborate with NASA civil servants and contractor teams and provide recommendations to improve software design and processes.

Integrate supportability into design and sustainment, support proposals and ROMs, ensure standards compliance (DoDI, GEIA, MIL-HDBK), drive digital engineering/MBSE adoption, establish KPIs, and coordinate with PSMs, engineering, supply chain, and program management.

Provide technical leadership for welding, fabrication, and manufacturing processes. Ensure manufacturability, resolve production issues, lead cost and productivity improvements, deploy LEAN practices, design tooling/fixtures, maintain standard work and process control, and coach operations teams to improve safety, quality, and throughput.

Lead and support human-systems integration and human factors engineering for ROVs and submersibles. Develop CONOPS, requirements, ICDs, HEPP/HSIPP, task/workload analyses, HITL tests, usability evaluations, and human-centric test plans. Guide engineering design, ensure HFE traceability, and present findings at design reviews.

Design, develop, and govern enterprise Power Platform and SharePoint Online solutions. Translate stakeholder requirements into scalable Canvas/Model-driven apps, Power Automate flows, Dataverse models, and SPFx customizations. Administer environments, DLP, security, and compliance. Integrate with Azure (Functions, Logic Apps, Runbooks), automate with PowerShell, mentor citizen developers, and drive platform adoption and best practices.

Provide executive administrative, scheduling, logistics, communication, and operational coordination support to the CITO and IT leadership team. Manage calendars, meetings, travel arrangements, communications, reporting, documentation, and cross-functional follow-up while maintaining confidentiality and organizing materials in Teams/SharePoint and other systems.

Manage the full subcontract lifecycle including pre-proposal, proposal, execution, modifications, and closeout. Evaluate RFPs, negotiate subcontracts and terms, perform cost and price analysis, maintain FAR/DFARS-compliant procurement files, lead CPSR audits, mitigate subcontractor risk, support export control compliance (ITAR/EAR/BAA/CUI), and oversee subcontractor performance on naval/subsea/maritime programs.

Prepare and analyze financial information for OTECH projects: support proposals, revenue forecasting, project controls (ETC/EAC/VAC), month-end close, customer reporting, AR/unbilled reviews, SOX compliance assistance, and cash flow/invoice processing. Interface with internal and external stakeholders and support annual operating and long-range planning.
