Provide senior technical governance and administration oversight for the FDA enterprise LMS ecosystem. Lead platform optimization, interoperability and integration planning, release management, catalog architecture, metadata governance, and modernization efforts. Designs, develops, maintains, and evaluates web-based and instructor-led security training for a federal client. Responsibilities include applying ADDIE, conducting training needs analyses, creating course designs and storyboards, developing assessments, maintaining curricula, supporting beta testing, ensuring quality, and aligning learning products with organizational goals and Department of Defense standards. The role also requires client partnership and leadership of instructional development projects.

Manage and execute project plans for DHS/CBP training and support services, maintain schedules and risk mitigation, monitor staff performance, ensure deliverables meet government quality standards, and communicate project health to stakeholders.

Define architecture and lead development of an AWS-hosted, secure web portal. Write high-performance secure code, lead DevSecOps and database integrations, conduct code reviews and query optimization, ensure DHS/CBP security compliance, mentor developers, and translate product requirements into technical designs.

Write, edit, and format operational guides, SOPs, user manuals, and training materials; support curriculum and CBT script development; maintain style guides, templates, and structured documentation repositories with strict version control.

Lead technical team to upgrade, secure, and modernize a mission-critical web portal. Oversee planning, Agile delivery, risk mitigation, stakeholder alignment, and deployments supporting CBP/AMO.

Lead and oversee a DHS/CBP support services contract focused on training, safety, curriculum development, and technical modernization. Serve as primary government interface, manage resources, ensure federal compliance, mentor cross-functional teams, and deliver programs on time, on budget, and to accreditation standards.

Design, develop, deliver, and evaluate a comprehensive asset-forfeiture training program using the ADDIE model. Manage a curriculum of five courses (25–30 modules each), create classroom and virtual instruction, facilitate training, and track enrollment via MS Teams/Webex and an LMS. Use Microsoft Office, Visio, and Project for course materials, process maps, and timelines. Position is full-time onsite in Arlington and requires Public Trust clearance.
