We are seeking a visionary Learning Systems Technical Lead to provide senior technical governance, administration oversight, and strategic guidance for the FDA enterprise Learning Management System (LMS) ecosystem.

Work Schedule and LocationThis position is remote with periodic on-site presence in Silver Spring, MD
Clearance Requirement: Current or ability to obtain Public Trust clearance required.
As the Learning Systems Technical Lead, you will serve as the senior technical advisor responsible for the stability, interoperability, metadata governance, and platform-agnostic modernization of FDA’s enterprise learning technology environment. You will lead system optimization, platform integration planning, release management, catalog architecture, and technical alignment with broader HHS and OPM federal Human Capital Management (HCM) modernization efforts. You will ensure training materials, course metadata, and completion records remain fully portable and compliant with Section 508 and SCORM/xAPI standards.
What You Bring to the Table - RequirementsExperience: Minimum of eight (8) years of technical experience supporting enterprise learning technologies, Learning Management Systems (LMS), or comparable enterprise platforms within a Federal or regulated environment.
Education: Bachelor’s degree in information technology, information systems, computer science, instructional technology, or a related technical discipline.
Technical Competencies: Deep knowledge of LMS platform architecture, interoperability standards (SCORM, xAPI), metadata taxonomy, catalog administration, and system transition/migration strategies.
Modernization Focus: Proven experience developing Learning Technology Use Case Matrices, ecosystem readiness reviews, and platform-agnostic migration plans.
Federal Compliance: Comprehensive understanding of Section 508 accessibility requirements, federal records retention policies, and cybersecurity/data integrity standards.

Skills Required
