Supports the Lead ISSO in managing cybersecurity and RMF activities for C-17 training systems. Leads execution solution development for complex defense and security training programs from pre-bid capture through contract award. Defines execution strategies, integrated schedules, risk and opportunity registers, assumptions, dependencies, project management plans, transition and sustainment plans, milestone payment plans, and export-control plans. Collaborates with customers, partners, suppliers, commercial leaders, and senior management while supporting proposal development, solution reviews, mentoring, and global best-practice sharing.

Develop and maintain software for flight and mission simulators, including legacy-system modernization, real-time performance optimization, hardware integration, troubleshooting, and reliability improvements. Collaborate across engineering teams using Agile/Scrum and Waterfall methodologies, participate in code reviews and planning, and support mission-critical pilot training systems. The role requires a computer-related bachelor's degree or equivalent experience, 5+ years in software engineering, U.S. citizenship, eligibility for DoD Secret clearance and Special Program Access, and flexibility for shift work, overtime, and travel.

Administer and secure IT systems by managing patching, AD/GPO, user accounts, and ICT security. Investigate incidents, perform risk assessments, recommend mitigations, and support defence-aligned security controls and standards.

Manage full HR operations including personnel records, Workday transactions, recruitment and onboarding, payroll validation, benefits and statutory administration (SSS/PhilHealth/Pag-IBIG), employee lifecycle (promotions, transfers, offboarding), engagement and wellness programs, HR reporting, and first-line employee support. Support audits, process improvements, regional HR initiatives, and occupational health coordination.

Provide L2 technical/application support for Flight Plan Manager: diagnose and resolve complex issues via log analysis and tracing, maintain high-availability environments, manage deployments, communicate with customers during incidents, collaborate with engineering/product/sales, support configuration/implementations, document resolutions, mentor teammates, and work rotational onsite shifts including weekends.

Provide L2 technical application support for Flight Plan Manager: monitor, maintain, troubleshoot and resolve customer issues using log analysis and tracing tools; manage deployments, configurations, and file/message integrations; communicate with customers during incidents; escalate complex issues to engineering; document procedures; mentor team members; work rotational onsite shifts.

Provide hands-on support and maintenance for flight and cabin training simulators: attend maintenance calls, perform PMTs and daily readiness, troubleshoot electronics/avionics/hydraulic/pneumatic systems, run and resolve QTG issues, log activities in the maintenance system, support SFTs/PVCs and AOG situations, coordinate with logistics/scheduling/training teams, and follow EHS procedures.

Lead end-to-end delivery of large, complex, multidisciplinary programs. Define scope, timelines, budgets, and success criteria; manage risks, vendors, and contracts; report to executives; drive cross-functional collaboration, governance compliance, continuous improvement, and team development to achieve measurable business outcomes.
