Description

The Execution Solution Lead is part of CAE's Defense & Security (D&S) International Solutions team. This team brings together training solution development experts responsible for designing comprehensive solutions for defense forces and paramilitary organizations worldwide. These solutions leverage CAE's simulation technologies as well as industry-leading training methodologies and tools. The target end-user community spans the air, naval, and land domains. The incumbent contributes to the development of new business opportunities through the formal Capture Management process and acts as a senior member of the Capture Team, in collaboration with Integrated Solution Leads and Commercial Leads. The Execution Solution Lead is responsible for developing solutions that meet customer requirements and budget constraints while ensuring profitable execution, effective risk management, schedule adherence, and protection of commercial and contractual interests.

Key Responsibilities

  • Support and apply the D&S Lead-to-Award (L2A) business development process, from early customer engagement (pre-RFP) through contract award, including both the capture and proposal phases.

  • Support the onboarding, mentoring, and development of new Execution Solution Leads across CAE's international regions.

  • Contribute to the development of best practices, tools, templates, and the knowledge base associated with the role.

  • Participate in the growth and facilitation of a global Community of Practice dedicated to knowledge sharing and lessons learned.

Solution Development and Validation

  • Define a winning execution strategy aligned with the opportunity Capture Plan.

  • Lead the preparation of the Integrated Master Schedule (IMS).

  • Oversee the creation, consolidation, and validation of Risk and Opportunity Registers.

  • Lead the creation of an Assumptions, Dependencies, and Exclusions Register.

  • Lead the preparation and validation of the project management section of proposals, including Project Management Plans, Risk Management Plans, and Statements of Work (SOW).

  • Ensure supplier and partner workshare arrangements include appropriate Statements of Work and technical requirements documentation.

  • Develop comprehensive transition plans and post-delivery sustainment plans.

  • Prepare milestone payment plans to support program cash-flow neutrality.

  • Develop export control plans to enable the transfer and reuse of controlled technical data and components.

  • Present Solution Reviews and Design-to-Win Reviews to senior leadership.

  • Interface with customers and end users to present proposed solutions and negotiate scope and contractual terms.
     

Minimum Qualifications

  • Bachelor's degree in Engineering, Science, Business Administration, or a related field.

  • Minimum of 10 to 15 years of program management leadership experience in industry and/or military organizations.

  • Minimum of 5 to 10 years of experience developing or delivering training programs in an operational or maintenance environment within the defense sector.

  • Relevant experience leading complex development, training integration, or engineering projects involving significant risk or uncertainty.

  • PMP certification or equivalent qualification.

  • Experience with capture management and proposal development processes for large custom-engineered programs.

  • Excellent written and verbal communication skills in both French and English. Proficiency in English is required for this position as it involves participation in international meetings and projects, as well as regular interaction with colleagues, partners, and customers located in other provinces and countries.

  • Proven ability to collaborate effectively with a variety of internal and external stakeholders.

  • Strong problem-solving and decision-making skills.

  • Strong business acumen and the ability to operate effectively in a complex environment.

  • Eligibility to obtain and maintain a NATO SECRET security clearance.

 

Preferred Qualifications

  • Master's degree in Business Administration (MBA).

  • Experience developing capture strategies for new business opportunities by leveraging competitive differentiators and winning themes.

  • Knowledge of CAE products, modeling and simulation technologies, and training solutions.

  • Demonstrated experience in training, coaching, mentoring, or professional development.

  • Experience working with government, military, or defense-sector clients.

  • Ability to influence and build collaborative relationships with customers, partners, and multidisciplinary teams.
