Manages day-to-day contractor operations and staffing at the Operational Evaluation Command site. Serves as the primary site contact for the COR, coordinates with the Program Manager, ensures service-level, security, and certification compliance, and manages schedules, travel coordination, reporting, personnel accountability, and performance evaluation activities.

Serves as the primary site contact to the Contracting Officer’s Representative, coordinates with the Program Manager, and ensures service-level, security, and certification requirements are met. Oversees schedules, travel, reporting, personnel accountability, monthly performance evaluations, and IT, cybersecurity, and logistics support.

Executes cybersecurity and RMF activities to maintain continuous Authority to Operate for ATEC systems. Manages eMASS packages, POA&Ms, control assessments, security policies, vulnerability remediation, incident response, ACAS and SCAP scanning, endpoint security, network access control, application security analysis, threat modeling, and DoD cybersecurity compliance.

Develops and maintains ATEC intranet, public-facing websites, graphic interfaces, and web content. Ensures compliance with Section 508, WCAG AA, DoD publishing policies, and Army standards. Coordinates updates with content owners and subject matter experts, obtains PAO approval, maintains change logs, and mitigates vulnerabilities. Requires Secret clearance, U.S. citizenship, computer and Microsoft Office proficiency, and applicable DoD 8140/8570.01-M certification.

Provides GIS analysis, application development, geodatabase administration, mission-planning support, data processing, mapping, GPS and database support, and field collection system management at White Sands Missile Range. Maintains Army-compliant geospatial data, develops ArcGIS and ArcPad capabilities, supports plotters and supplies, and coordinates with Army and federal personnel to keep data layers current.

Develops, tests, secures, deploys, sustains, and modernizes Agile and DevSecOps applications across unclassified and classified environments. Responsibilities include user-story development, backlog and release-plan maintenance, secure coding, vulnerability remediation, CI/CD pipeline support, source-code management, and cloud or government data-center deployments using approved programming languages and platforms.

Administers MS-SQL, MySQL, Oracle, and other approved databases for enterprise applications and management information systems. Responsibilities include managing storage, monitoring performance and usage, supporting backup and recovery, maintaining data integrity, and notifying the Government of discrepancies. The role also supports RMF accreditation artifacts and eMASS package maintenance for classified systems.

Executes cybersecurity and Risk Management Framework activities for ATEC systems, maintaining continuous Authority to Operate through eMASS. Responsibilities include preparing ATO artifacts, managing POA&Ms and control assessments, conducting incident response and vulnerability remediation, running ACAS and SCAP scans, administering endpoint and network access controls, supporting cybersecurity scorecards, and performing application security analysis and threat modeling.

Monitors and manages ATEC network operations across classified, unclassified, and test environments. Troubleshoots network infrastructure including routers, switches, firewalls, proxies, VPNs, circuits, and related services while maintaining 99.9% availability. Configures network access, identity services, VLANs, VRFs, and automation tools; detects failures proactively; supports indoor and outdoor telecommunications infrastructure; and develops engineering solution packages for capacity upgrades and technology deployments.

Performs routine administrative data processing by monitoring central mailboxes and EGS, processing technical reports and award documents, reviewing records for accuracy and completeness, and entering or updating data. The role requires strong attention to detail, familiarity with records or grants systems, U.S. citizenship, and the ability to obtain a favorable NACI and ADP III designation for Fort Detrick and .mil domain access.
