Translate federal HR policies into system solutions, conduct requirements and fit-gap analysis, design application security, oversee data conversion and integrations, support testing and deployment, assess SaaS updates, and guide consultants. Collaborate with government stakeholders and technical teams through Agile delivery, including workshops, readiness, cutover, go-live, and hypercare activities.

Develop and maintain enterprise HCM analytics, dashboards, compliance reports, semantic layers, data extracts, and predictive workforce insights using Oracle Fusion technologies. Translate agency requirements into reporting solutions, support data migration and onboarding, ensure accessibility compliance, and provide technical leadership and mentoring across a federal HCM modernization initiative.

Designs and delivers Oracle Fusion Cloud HCM integrations and legacy data conversions for a federal modernization program. Responsibilities include developing integrations with Oracle Integration Cloud and web services, managing conversion mapping and validation, administering OCI/PaaS environments, directing technical developers, supporting testing and cutover, documenting architectures, and ensuring FedRAMP and agency security compliance. The role requires extensive Oracle Cloud implementation experience, advanced SQL and PL/SQL skills, federal program experience, and the ability to obtain Public Trust clearance.

Designs and operates secure OCI cloud infrastructure and CI/CD automation for Oracle Fusion Cloud HCM across federal environments. Lead technical workstreams, review deliverables, solve complex reporting challenges, and mentor junior team members.

Lead end-to-end migration of federal HR data from legacy systems into Oracle Fusion Cloud HCM. Develop ETL/ELT pipelines, mapping and transformation logic; profile, cleanse, validate, and reconcile large datasets; execute mock migrations, payroll validation, rehearsals, and production cutovers. Create migration documentation and automated validation scripts, support data governance and issue triage, collaborate with HR and integration teams, and mentor technical staff across complex federal modernization workstreams.
