The Opportunity:

CACI is seeking an Oracle Fusion Cloud HCM Functional Consultant with federal Human Capital Management experience to support a large‑scale HCM modernization program for a federal civilian agency. The initiative is migrating legacy HR systems to Oracle Fusion Cloud HCM.

This role provides the opportunity to contribute to an enterprise SaaS ERP implementation in an Agile delivery environment while supporting modern HR service delivery for the federal workforce. We are hiring for federal HR domain experience and hands‑on implementation expertise. Candidates with full lifecycle experience in other enterprise HCM platforms are welcome, provided they can demonstrate the ability to quickly transfer their skills to Oracle Fusion; CACI will provide training and sandbox access to support that transition. This position may support Core HCM, Federal HR, Absence Management, Time and Labor, Learning, and Benefits.

This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.

Responsibilities:

  • Gather and document requirements from agency HR experts; conduct fit-gap analysis against Oracle Fusion HCM standard capabilities.

  • Configure Oracle Fusion HCM modules (Core HCM, Federal HR, Absence, Time & Labor, Learning, Benefits) according to approved designs.

  • Apply federal HR policy (Title 5, Title 38, GPPA, OPM regulations) to inform system configuration decisions.

  • Configure and validate federal benefits programs (FEHB, FEDVIP, FERS, CSRS, TSP, FEGLI).

  • Configure federal pay structures including GS, SES, Wage Grade, Title 38 pay, locality pay, and special salary rates.

  • Configure absence and time functionality such as leave accruals, FMLA, military leave, compensatory time, credit hours, AWS, premium pay, and FLSA determinations.

  • Configure personnel action processing including position management, actions and reasons, Nature of Action codes, and SF‑50/SF‑52 workflows.

  • Apply and test Oracle Application Security roles (Job, Data, Duty), privileges, and data security profiles using the Security Console.

  • Develop source‑to‑target data mappings, create HDL files, and validate converted data through multiple mock conversion cycles.

  • Write functional interface specifications; validate integration outputs for systems such as EHRI, eOPF, USA Staffing, payroll providers, and benefits carriers.

  • Create and execute functional test scripts; log defects, assist UAT, and support parallel payroll validation.

  • Perform regression testing for quarterly Oracle SaaS releases and analyze impacts to configured functionality.

  • Produce functional documentation including configuration workbooks, SOPs, training materials, and job aids.

  • Deliver Conference Room Pilot demonstrations; support train‑the‑trainer sessions for federal HR users.

  • Execute cutover tasks, provide Go/No‑Go readiness evidence, participate in post‑go‑live validation and hypercare.

  • Work independently on assigned tasks, escalate blockers with recommended solutions, and coordinate with technical, data, and testing teams.

  • Participate in Agile ceremonies including PI Planning, sprint planning, backlog refinement, and sprint reviews.

Qualifications:
Required: 

  • Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance.

  • Bachelor’s degree and 5+ years of relevant experience (additional experience may substitute for degree).

  • Experience completing at least one full HCM implementation lifecycle within a U.S. federal agency, from requirements through go‑live and post‑production support.

  • 3+ years of hands‑on functional configuration experience in an enterprise HCM application; Oracle Fusion preferred.

  • Functional knowledge in at least one domain: Core HCM, Federal HR, Benefits, Compensation, Absence, Time and Labor, or Learning.

  • Working knowledge of federal HR regulations, policies, and procedures.

  • Experience in at least one delivery discipline beyond configuration (requirements, data migration, testing, training, or deployment support).

  • Ability to work independently and complete tasks with minimal guidance.

  • Strong analytical skills and the ability to translate requirements into configuration.

  • Strong written and verbal communication skills.

Desired:

  • Hands‑on Oracle Fusion Cloud HCM configuration experience.

  • Oracle HCM Cloud certification.

  • Direct experience with FEHB, FEDVIP, FERS, CSRS, TSP, FEGLI, GS/SES/Wage Grade pay structures.

  • Experience with SF‑50 processing, Nature of Action coding, GPPA, or OPM reporting.

  • Experience with legacy federal HR systems such as DCPDS or EmpowHR.

  • Knowledge of Oracle tools (FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Fast Formula, Security Console).

  • Experience supporting quarterly SaaS release testing.

  • Agile certification (SAFe Agilist or equivalent).

  • Prior experience supporting federal civilian or DoD HCM programs.

  • Active Secret clearance or higher.

The proposed salary range for this position is:

$75,200-$158,100
