Responsibilities include Terraform provisioning, Jenkins and Python pipeline development, configuration baselining, quarterly SaaS updates, disaster recovery, monitoring, encryption compliance, environment refreshes, ATO documentation, and technical leadership across Agile workstreams.

Lead end-to-end migration of federal HR data from legacy systems into Oracle Fusion Cloud HCM. Develop ETL/ELT pipelines, mapping and transformation logic; profile, cleanse, validate, and reconcile large datasets; execute mock migrations, payroll validation, rehearsals, and production cutovers. Create migration documentation and automated validation scripts, support data governance and issue triage, collaborate with HR and integration teams, and mentor technical staff across complex federal modernization workstreams.

Develop and maintain Oracle HCM analytics and reporting solutions for a federal modernization program. Build OTBI and BI Publisher reports, OAC dashboards, HCM Extracts, executive visualizations, compliance submissions, predictive analytics, and accessible 508/WCAG-compliant outputs. Collaborate with HR functional teams, support data transitions and reporting templates, and provide analytics training. The role requires extensive enterprise BI experience, SQL proficiency, workforce metrics knowledge, and familiarity with Oracle Fusion HCM and federal HR reporting.

Reviews federal acquisition documentation for compliance, conducts contract file investigations, prepares oversight reports, fulfills FOIA and audit requests, and advises leadership on procurement quality assurance. The role requires expertise across the full contract lifecycle, multiple contract types, GSA Schedules, GWACs, and MA IDIQs, along with strong communication, workflow management, and relationship-building skills.

Builds, tests, and maintains internal platforms and infrastructure supporting application development and deployment. Automates operational processes, improves deployment pipelines and developer experience, ensures platform security and compliance, troubleshoots infrastructure issues, and monitors system reliability using observability tools such as Prometheus and Grafana. Collaborates with software engineering and operations teams to improve automation, performance, availability, and deployment workflows.

Maintains Microsoft 365 tools including SharePoint, Lists, Planner, Teams, and Power Automate; consolidates data and supports reporting.
