Provides enterprise technical leadership and architectural governance for application maintenance and modernization. Leads migration from legacy on-premise systems to AWS, establishes architecture standards, reviews major technical decisions, manages risks, and ensures federal security and GSA compliance. Guides cloud, service-oriented, microservice, API-based, event-driven, SecDevOps, legacy modernization, and AI-enabled development strategies while collaborating with government stakeholders and engineering teams.

Develop and maintain DevOps automation, CI/CD pipelines, virtualized and containerized environments, hybrid cloud infrastructure, monitoring, and deployment processes for DoD cybersecurity applications. Write and manage automation scripts, support software integration and testing, troubleshoot technical systems, maintain configuration-controlled work products, and improve deployment reliability and performance. The role also supports developers and engineers, evaluates new technologies, and requires Secret clearance with eligibility for Top Secret.

Provide on-site operations, maintenance, troubleshooting, configuration, monitoring, and cybersecurity support for secure and non-secure VoIP/VoSIP networks. Manage Call Managers, gatekeepers, gateways, E-911 systems, LAN/CAN connectivity, network capacity, approved external connections, diagrams, compliance documentation, and configuration management. Analyze failures and performance issues, prepare reports and recommendations, and coordinate with government, DISA, and NETCOM representatives.

Oversee daily operations and customer support for cyber training, testing, and experimentation environments. Manage requirements, program plans, projects, budgets, schedules, stakeholders, and customer relationships. Coordinate internal teams, external agencies, and installation stakeholders to ensure mission success. Maintain on-site coverage and assume Program Manager responsibilities when needed. The role requires extensive cyber range, DoD program management, Army and Joint Cyber Training, networking, cellular, and IT/OT experience, along with an active TS/SCI clearance.
