Leads the Integrated Master Schedule for Army network modernization programs. Develops and maintains work breakdown structures, baselines, schedule activities, critical path analyses, schedule risk assessments, health metrics, reports, and CDRL deliverables. Supports milestone decisions, implementation, testing, transition planning, program reviews, and stakeholder briefings while coordinating scheduling personnel and government and program teams.

Requires extensive cyber operations experience, DoD IAT Level II certification, networking and platform certifications, U.S. citizenship, and TS/SCI clearance.

Designs and plans voice, video, and data communications systems, including Layer 1 copper and fiber infrastructure, PA and aural warning, and A/V solutions. Develops network architectures, schematics, installation plans, material lists, technical requirements, test criteria, and implementation solutions. Evaluates hardware, software, costs, capacity, upgrades, and emerging technologies while monitoring network operations. Requires collaboration with engineering teams and customers, leadership, and compliance with industry and electrical standards.

Facilitates Scrum and SAFe ceremonies, removes impediments, manages dependencies and risks, tracks Agile metrics, and communicates progress to technical teams, program leadership, customers, and stakeholders. Coaches teams on Agile principles, supports backlog readiness and sprint commitments, and promotes continuous improvement and predictable delivery across software, cloud, infrastructure, and systems engineering environments.

Supports government contract program finance through forecasting, cost and schedule tracking, EAC analysis, financial reporting, invoicing, funding oversight, subcontractor billing, internal controls, and compliance with federal acquisition and accounting requirements. Partners with finance, accounting, contracts, HR, operations, program management, and government stakeholders. Monitors labor costs, timesheets, burn rates, task orders, and contract financial performance. Travel is required up to 10%.

Provides quality assurance and quality control across programs and corporate functions. Develops and improves processes aligned with ISO 9001, ISO 27001, CMMI-DEV, and CMMC; performs audits, supports external assessments, analyzes metrics, conducts root-cause and corrective-action activities, and maintains quality plans and process documentation.

Develops and maintains technical cyber training materials, courses, curricula, assessments, and documentation for Navy personnel. Creates synchronous, asynchronous, blended, micro-learning, and self-paced content using instructional design and ADDIE methodologies. Evaluates course effectiveness, incorporates learner feedback, leads new learning models, and manages multiple initiatives. Requires strong technical writing, cyber and IT knowledge, authoring-tool and LMS familiarity, U.S. citizenship, TS/SCI clearance, and occasional travel.
