Performs routine planning/scheduling and cost engineering tasks using prescribed methods. Works on small projects or portions of larger projects, applies standard techniques, and adapts methods for nonroutine aspects. Receives direction from supervisors, interacts with staff, public, officials, and contractors, and is closely supervised on difficult problems.

Perform piping stress and flexibility analyses (ASME B31.1/B31.3) using CAESAR II; specify and evaluate engineered supports and nozzle loads; prepare stress reports; perform field surveys; coordinate with designers, vendors, and clients; manage schedules, budgets, and provide project status reporting.

Manage sourcing, RFP issuance and evaluation, and awarding low-to-medium complexity purchases for materials, equipment, subcontracts and services. Develop sourcing strategies, liaise with Engineering/Construction, assess technical compliance, manage supplier relationships, support post-award change orders, and assist Estimating with RFIs and indicative quotes.

Perform mechanical engineering tasks for EPC projects: specify and review vendor documents for pressure vessels, pumps, tanks, and heat exchangers; perform equipment and piping calculations; specify piping materials; conduct field surveys; attend project meetings; and potentially lead mechanical scope including schedule, budget, and reporting.

Drive and track pre-delivery document submittals to meet contract and project schedules. Prioritize and expedite supplier documentation, analyze supplier performance, participate in engineering and project expediting meetings, prepare agendas/minutes, escalate ongoing issues, and provide stakeholders regular status updates. May embed at fabrication sites or jobsites and travel up to 25%.

Maintain accurate construction job cost records, post and reconcile transactions, prepare monthly billings and retainage, support percentage-of-completion revenue recognition, prepare journal entries, reconcile subledger to general ledger, and provide audit support while collaborating with project teams and finance partners.

Lead contract manager on EPC/JV projects responsible for managing commercial risk, claims, change management, contractual notices, and client/JV interactions. Develop and implement commercial execution and risk mitigation strategies, support negotiations and settlements, coordinate PCNs and subcontract flow-downs, and provide regular updates to project leadership while collaborating with legal, procurement, accounting, and home office.

Maintain and validate project cost and earned value data, produce standard and ad hoc reports, perform forecasting and contract/commercial analysis, support project cost controls, and (at senior levels) lead analytics, coordinate teams, and mentor junior staff. Must be able to relocate to project sites in the U.S.

Lead sourcing for medium-to-high criticality materials, equipment, and subcontracts from RFI/RFP through award. Develop sourcing and negotiation strategies, run bidder conferences, evaluate proposals, recommend awards, manage contracts and supplier relationships, mentor junior procurement staff, and support project procurement execution and estimating.

Support senior project management by planning, organizing, and controlling engineering project activities: schedule and budget monitoring, scope definition, discipline coordination, quality control, overseas office coordination, reporting, and staff performance management. Facilitate deliverables, review drawings and reports, manage correspondence, and support field and office work as required.
