Serve as senior contractor representative managing all contract operations for a Department of State support services contract. Act as primary liaison with Government leadership; oversee staffing, workforce and performance management; develop and maintain management plans, QASP, SOPs; monitor metrics, ensure compliance, lead process improvements, risk mitigation, transitions, audits, training, and executive reporting.

Perform financial reconciliation and year-end closing for foreign assistance awards using GAAP. Track and manage payments in PMS/GFMS, maintain grant documentation and spreadsheets, coordinate with HHS accountants and Grants Officers, prepare briefings and reports, monitor foreign assistance lifecycle, provide technical assistance to grantees, apply internal controls, and support travel-based program monitoring.

Design, deliver, and evaluate sustainment training for a Department CRM: develop and update virtual and in-person modules, manage an LMS and help-desk intake, schedule global sessions, create custom curricula, measure training effectiveness, produce reports, and coordinate logistics with stakeholders. Maintain professionalism, neutrality, and ability to obtain required DoS clearance; occasional OCONUS travel possible.
