CRG is currently seeking a full-time Program Manager to support our Department of State client (should we be awarded the contract). This position is contingent upon contract award. The Program Manager will provide leadership, oversight, and management of a large-scale federal professional services program supporting headquarters operations, strategic initiatives, and mission-critical activities. The position requires an experienced professional with demonstrated expertise in program management, workforce supervision, resource and budget management, quality assurance, risk mitigation, and continuous process improvement.
The position requires performing program management activities, including (but not limited to) the following:
- Providing overall management and oversight of contractor personnel and assigned program activities to ensure compliance with contractual requirements, performance standards, schedules, budgets, and quality expectations.
- Planning, executing, monitoring, and coordinating program tasks and activities from initiation through completion, ensuring timely and effective delivery of services.
- Managing contractor staffing assignments, work schedules, resource allocations, personnel performance, and workload distribution to support operational requirements and maintain service continuity.
- Developing, implementing, and maintaining program management plans, staffing plans, communications plans, quality management plans, and associated performance documentation.
- Coordinating workforce recruitment, onboarding, training, retention, and personnel replacement activities to maintain qualified staffing levels and meet evolving mission requirements.
- Monitoring program budgets, resource utilization, costs, schedules, and performance to ensure efficient operations and compliance with contractual obligations.
- Identifying and assessing program risks, operational challenges, staffing constraints, and performance deficiencies; developing and implementing mitigation strategies and corrective actions.
- Applying Quality Management System principles and ISO 9001 standards to monitor service delivery, maintain compliance, and promote continuous performance improvement.
- Reviewing work discrepancies, evaluating root causes, implementing corrective measures, and monitoring outcomes to prevent recurrence and improve operational efficiency.
- Collaborating with Government stakeholders, program leadership, and cross-functional teams to establish priorities, coordinate requirements, resolve issues, and ensure alignment with mission objectives.
- Developing strategic plans, program roadmaps, milestones, and performance measures to support effective execution and achievement of organizational goals.
- Preparing and submitting monthly progress reports, program status updates, staffing information, risk assessments, and performance metrics to support Government oversight and decision-making.
- Establishing and monitoring key performance indicators (KPIs), quality measures, and other management tools to assess productivity, service delivery, and program effectiveness.
- Supporting the development and implementation of dashboards, performance reporting, and data-driven recommendations to identify trends, improve resource utilization, and enhance operational outcomes.
- Promoting continuous service delivery improvement through process analysis, standardized procedures, lessons learned, and implementation of recognized program management best practices.
- Supporting workforce development, employee training, knowledge transfer, and change management initiatives to enhance team capabilities and adapt to evolving requirements.
- Ensuring contractor personnel comply with applicable Government policies, security requirements, standards of conduct, internal controls, and procedures for protecting sensitive information and Personally Identifiable Information (PII).
- Maintaining effective communication with CRG leadership, Government representatives, and contractor personnel regarding program objectives, policies, performance expectations, operational changes, and emerging requirements.
- Supporting contract transition activities, including personnel coordination, continuity planning, knowledge transfer, and implementation of established transition requirements.
- Performing other program management and related duties as assigned.
Basic Qualifications:
- Minimum eight (8) years of specific experience as a Program Manager.
- Master's degree in a related field or twelve (12) years of experience.
- Project Management Professional (PMP) certification required.
- Active SECRET personnel security clearance required.
- Demonstrated experience managing federal programs, contractor personnel, operational activities, and multiple concurrent tasks or projects.
- Experience developing and implementing program management plans, monitoring performance, and managing budgets, schedules, staffing, and resources.
- Demonstrated experience identifying program risks, implementing mitigation strategies, resolving operational challenges, and executing corrective actions.
- Proven leadership and personnel management abilities, including staff supervision, performance monitoring, workload coordination, and conflict resolution.
- Experience implementing process improvements and maintaining high standards of service delivery in complex operational environments.
- Strong organizational, analytical, problem-solving, and decision-making skills.
- Excellent written and oral communication skills, including experience preparing management reports, briefing leadership, and communicating with Government stakeholders.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams.
- Ability to work effectively with Government representatives, senior leadership, and multidisciplinary teams while managing competing priorities and deadlines.
Additional Qualifications:
- Previous experience supporting the U.S. Department of State, Bureau of Consular Affairs, or other federal agencies with large-scale professional services requirements.
- Experience managing geographically dispersed personnel or large, multidisciplinary federal contractor teams.
- Knowledge of Scaled Agile Framework (SAFe), Lean Six Sigma, and other recognized continuous improvement methodologies.
- Experience developing quality management processes, conducting performance assessments, and applying data-driven approaches to program oversight.
- Experience managing contract transitions, workforce development programs, staffing pipelines, and personnel retention initiatives.
- Familiarity with federal contract administration, performance-based service requirements, and Government reporting expectations.
- Proficiency with Microsoft Project, Visio, Power BI, SharePoint, and related program management and reporting tools.
- Ability to establish productive relationships with Government stakeholders and provide solutions-oriented leadership in a dynamic operational environment.
