Designs and develops competency-based e-learning, micro-learning, instructor-led curricula, and performance-support solutions. Conducts performance, task, audience, and gap analyses; applies adult learning theories and ADDIE or SAM frameworks; collaborates with subject matter experts; and uses authoring tools to create accessible digital and blended learning experiences.

Create graphics, infographics, visual templates, animations, multimedia assets, and e-learning interface elements for digital courses and instructional materials. Collaborate with instructional designers and project managers to visualize learning concepts, maintain branding consistency, and produce technically accurate training assets. Use Adobe Creative Suite, Envato Elements, and AI-assisted design technologies to enhance learner engagement across digital platforms.

Conduct manual and automated accessibility and QA testing for digital deliverables, e-learning courseware, training products, LMS interfaces, and documents. Evaluate compliance with Section 508 and WCAG 2.1 Level AA using screen readers, keyboard navigation, color contrast analyzers, and document accessibility tools. Identify, document, track, and explain defects; provide remediation guidance; audit PDF, Word, PowerPoint, SCORM, Articulate, and Lectora content; and maintain compliance documentation.

Plans and coordinates documentation throughout the course development lifecycle. Writes, edits, and rewrites technical manuals, reports, cybersecurity training materials, system security plans, and user documentation. Collects technical information from subject matter experts, creates illustrations and diagrams, formats training packages, and ensures accuracy, accessibility, quality control, and adherence to industry style standards. This is a part-time, fully remote position contingent on contract award.

Lead the NIC curriculum modernization, e-learning development, and instructor-led training revision task order. Serve as the Government’s primary point of contact, direct contractor personnel, supervise technical efforts, manage performance, quality, efficiency, and business processes, and address contractual, programmatic, and resource issues. This remote position is contingent on contract award.

Build and maintain enterprise learning analytics frameworks, executive dashboards, and compliance reports for the FDA learning ecosystem. Reconcile learning records across systems, validate training transcripts, resolve data discrepancies, monitor intake and completion metrics, and produce audit-ready reporting. The role requires advanced Power BI, Tableau, SQL, and ServiceNow analytics expertise, along with LMS reporting knowledge and experience supporting data integrity and business intelligence initiatives.

Provide senior technical governance and administration oversight for the FDA enterprise LMS ecosystem. Lead platform optimization, interoperability and integration planning, release management, catalog architecture, metadata governance, and modernization efforts. Develop migration plans and readiness reviews while ensuring learning materials, metadata, and completion records remain portable, accessible under Section 508, and compliant with SCORM/xAPI, federal records retention, cybersecurity, and data integrity standards.

Leads enterprise-wide FDA learning and workforce development contract performance as the primary executive interface. Oversees scope, schedule, budget, quality, risk, staffing, governance, and task execution across workforce development, scientific development, and learning systems. Develops program plans, integrated schedules, quality control plans, and status reports while coordinating multidisciplinary teams and aligning services with federal modernization goals.

Provides administrative and coordination support by scheduling meetings, preparing agendas, minutes, and executive correspondence, tracking deliverables, handling ad hoc requests, and supporting office operations. The role also tests, audits, and remediates digital learning materials, documents, games, and web assets for Section 508 and HHS quality compliance. Work is mostly remote with periodic on-site presence in Silver Spring, Maryland.

Designs, develops, maintains, and evaluates web-based and instructor-led security training for a federal client. Responsibilities include applying ADDIE, conducting training needs analyses, creating course designs and storyboards, developing assessments, maintaining curricula, supporting beta testing, ensuring quality, and aligning learning products with organizational goals and Department of Defense standards. The role also requires client partnership and leadership of instructional development projects.
