Lead and execute subcontract acquisition from proposal through closeout. Develop SOWs, solicitations, source selection, price/cost analysis, negotiate awards, manage supplier performance, ensure FAR/DFARS compliance, approve invoices, resolve disputes, and build supplier relationships to meet program cost, schedule, and technical objectives.

Provide systems engineering leadership for C-UAS capabilities across design, integration, testing, fielding, and sustainment. Use MSS, Palantir, Power BI, Python, and AI tools for architecture development, systems integration, interoperability analysis, technical risk management, testing support, and decision-support products for senior military and civilian leadership.

Lead and mentor a team of Security Engineers to design and enforce secure architectures for electronic warfare systems. Manage RMF (Steps 1-6) and ISSE/ISSO functions to achieve IATT/ATO, produce A&A documentation with Xacta/eMASS, run continuous monitoring and vulnerability management (Nessus/ACAS/SCAP), and direct incident response while ensuring compliance with NIST SP 800-53, ICD 503, and CNSSI 1253.

Integrate cyber operations into ARSOF mission planning and MDMP; conduct cyber intelligence analysis, targeting, and vulnerability assessments; advise on ROE/RFF and authorities; coordinate with USCYBERCOM and partners; develop training, procedures, and data management; integrate compartmented capabilities and protect networks via COMSEC/OPSEC.

Develop, implement, and maintain robust software from algorithm prototypes for synthetic aperture radar and electro-optical remote sensing. Collaborate with scientists, participate across the software lifecycle, troubleshoot issues, and iterate to improve image quality. Work onsite and learn domain-specific techniques.
