Perform fit-gap analysis, assess legacy customizations, recommend configuration or extensions, facilitate requirements workshops, obtain government concurrence, and develop functional testing scenarios. The role requires federal program delivery experience and supports a cloud-based payroll implementation for approximately 605,000 federal employees.

Analyzes enterprise system needs, workflows, redesign opportunities, and technical infrastructure. Coordinates subsystem design and integration, resolves program support deficiencies, develops technical standards frameworks, and helps govern architecture processes. The role requires extensive federal financial reporting knowledge, including GAAP, OMB requirements, USSGL, Treasury reports, GAAS, GAS, FAM, and Momentum Financial reporting, along with Agile experience, stakeholder engagement, and team leadership.

Supports financial system interface implementation and legacy data migration to Momentum Financials. Leads requirements elicitation, process mapping, data analysis, reconciliation, validation, testing, troubleshooting, documentation, and end-user training. Coordinates with developers, database administrators, analysts, and clients to ensure interface and data conversion activities meet requirements and regulations. The role also contributes to quality assurance, process improvements, and mentoring junior resources.

Analyze legacy mainframe payroll applications, COBOL programs, copybooks, data structures, reference tables, and interfaces. Document business rules, processing logic, system behavior, and data definitions; develop source data extracts; distinguish active from obsolete components; and support conversion and interface teams as the legacy-system subject matter expert during payroll modernization.

Designs, develops, tests, and deploys inbound and outbound payroll integrations connecting cloud payroll with personnel, timekeeping, Treasury, tax, benefits, retirement, and accounting systems. Responsibilities include API and file-based integrations, fixed-width and positional formats, error handling, monitoring, retries, reconciliation, defect resolution, integration testing, cutover, dual-run operations, and post-deployment stabilization.

Supports DoD and intelligence-community information system security by maintaining operational security postures, validating enclave security requirements, identifying risks, preparing security documentation, and maintaining RMF accreditation packages. The role requires compliance with DoD, Air Force, Space Force, Army, IC, NIST, and CNSSI policies, plus support for security assessments, exercises, shift work, and occasional CONUS/OCONUS travel.
