Develops and maintains system and system-of-systems requirements, interfaces, architectures, integration plans, and test and verification plans for Air Force Research Laboratory projects. Performs gap analysis, requirements traceability, mission impact assessments, and risk identification at SCI and SAP levels. Leads end-to-end delivery of telecoms engineering packages for offshore oil and gas projects. Develops system specifications, scopes of work, bills of materials, diagrams, requisitions, and technical documentation. Reviews telecom studies, including PAGA, radio, VSAT, and fiber-optic calculations. Coordinates with clients, engineering disciplines, contractors, vendors, and suppliers while ensuring deliverables meet technical, quality, and schedule requirements.

Supports business development managers and proposal leaders throughout pursuits, pricing, negotiations, and contract awards. Coordinates commercial subject-matter experts, develops pricing models and sales proposals, prepares approval documents and executive presentations, responds to client inquiries, maintains Salesforce sales information, and produces activity reports. The role also researches competition and client history, supports sales strategy, ensures governance compliance, and prepares executive visit intelligence while managing deadlines across global time zones.
