Provides technical and administrative support for enterprise systems, software, and networked systems. Responsibilities include diagnosing issues, installing and configuring operating systems and software, maintaining hardware infrastructure, monitoring performance and capacity, optimizing systems, developing and integrating applications and APIs, building automated workflows and data pipelines, testing upgrades, documenting solutions, and collaborating with cross-functional teams using Agile and CI/CD practices.

Administers insurance and employee benefit plans for more than 9,000 employees, providing counseling, education, enrollment oversight, vendor coordination, leave-related guidance, and benefits reporting. Partners with HRIS, benefits reporting, and short-term disability functions to resolve questions, process updates, and ensure employees understand available options. Maintains daily, monthly, and annual reports for the agency and state HR office.

Provides administrative support for a state health and human services program, including answering phones, greeting families, managing calendars, handling confidential records, assisting with copying and quality improvement projects, and entering client registration, evaluation, and scheduling data.

Leads statewide transportation environmental compliance efforts, reviewing project documentation, guiding NEPA/SEPA decision-making, delivering technical training, and coordinating multidisciplinary teams and interagency meetings. Supports the 404/NEPA Merger Process, streamlines environmental tasks, ensures analyses support project decisions and permits, and advances compliant project delivery. Requires a master’s degree in a relevant environmental, agricultural, biological, engineering, or natural resource science and three years of related experience, or an equivalent combination.

Independently litigate civil cases from start to finish in state and federal court; provide legal analysis and advice to client agency managers; serve as co-counsel on routine and complex civil rights matters; conduct legal research and writing; deliver legal support to NC DOJ as assigned. Represents the North Carolina Department of Insurance in legal proceedings involving insurance and bail bonds matters. Works with District Attorneys to advance fraud prosecutions, presents investigative evidence, conducts legal research, drafts pleadings and other legal documents, advises internal stakeholders, manages litigation caseloads, and represents the Department in trials, hearings, arbitrations, and mediations.

Conduct comprehensive audits of law enforcement and non-criminal justice agencies for compliance with state and federal DCIN requirements. Manage agency user agreements, process ORI identifiers, inspect equipment placement, respond to agency, citizen, and CJIS requests, support related programs, and print and mail concealed handgun permits. The role requires DCI Network certification, sensitive-information handling, a U.S. driver's license, U.S. citizenship, successful background screening, and occasional overnight travel.

Defines and maintains enterprise architecture principles, policies, standards, and frameworks across business, application, data, technology, integration, and security domains. Guides enterprise-wide IT projects and procurements, supports regulatory and compliance requirements, develops cloud strategies and governance frameworks, and ensures interoperability, security, and technology optimization across North Carolina DHHS.

Manages the agency’s equal employment opportunity program, including planning, implementation, compliance, investigations, complaint resolution, EEOC charge responses, employment data analysis, policy interpretation, staff supervision, and technical guidance on state and federal anti-discrimination requirements.

Provide legal support for Medicaid managed care transformation, including contract review and negotiation, procurement advice, handling audits and inquiries (CMS, OIG, OSA), responding to public records and subpoenas, and assisting with member and provider appeals and grievances.
