Provides customer service for utility billing, collections, cashiering, and account inquiries. Processes payments, maintains billing and collections records, balances cash receipts, handles complaints, enters mail, and assists the public by phone, in person, and through drive-through service. Supervises municipal helpdesk staff and contracted services, overseeing service desk operations, ticket performance, escalations, technical troubleshooting, user account administration, Microsoft 365, Active Directory, endpoint lifecycle management, onboarding and offboarding, vendor coordination, documentation, reporting, and process improvement. Provides hands-on support for hardware, software, connectivity, access, outages, deployments, upgrades, and cybersecurity incidents while coaching staff and coordinating with technical teams.

Leads IT infrastructure operations, staff supervision, and technology planning. Oversees network, server, cloud, wireless, virtualization, identity, security, backup, disaster recovery, and business continuity systems. Performs hands-on administration, infrastructure upgrades, process improvements, needs assessments, and technology implementations. Communicates project status and technical updates to internal customers while managing resources, performance, and IT service quality. Participates in call-out support rotations and completes required training and continuing education.

Coordinates public procurement for electric, water, sewer, and infrastructure operations. Develops specifications and competitive solicitations, evaluates bids, issues purchase orders and contracts, manages vendor performance, supports regulatory compliance, handles disputes and public records requests, and assists with emergency procurement. The role requires collaboration with engineers, contractors, vendors, field operations, and government agencies, including occasional visits to utility facilities and field sites.

Administers and troubleshoots public safety technology systems, including servers, networks, databases, applications, hardware, telephony, and security settings. Manages SQL Server, Active Directory, VMware, Azure, and system upgrades while documenting configurations and procedures. Supports project timelines, budgets, and resources; evaluates new technologies; and provides technical guidance to users. The role is up to 100% onsite, participates in an emergency on-call rotation, and supports Police Department operations.
