Supports organization-wide procurement operations through spend analysis, strategic sourcing, market and pricing research, cost-benefit analysis, and procurement reporting. Builds sourcing pipelines, reviews contracts and purchasing trends, develops category strategies, identifies cost-saving opportunities, and presents recommendations to stakeholders. Assesses terminal capacity, cargo flows, operational constraints, infrastructure needs, and planning alternatives. Coordinates cross-functional stakeholders, consultants, and technical experts; manages scopes, schedules, budgets, deliverables, risks, and decisions. Develops evidence-based reports and presentations while aligning operational requirements with long-term port development, regulatory, environmental, safety, and implementation considerations.

Leads complex marine, channel navigation, dredging, and infrastructure regulatory projects. Manages NEPA processes, environmental documentation, permitting, consultant contracts, budgets, schedules, risks, procurement, compliance tracking, and stakeholder coordination with federal, state, and local agencies. Prepares technical submittals, presentations, dashboards, and reports while supporting sustainable port development, regulatory approvals, and federally funded infrastructure programs. Mentors junior project staff and coordinates across engineering, maritime operations, environmental, legal, procurement, and external partner organizations.

Provides executive leadership for treasury and capital finance, overseeing liquidity, cash and investment management, debt portfolios, banking and rating agency relationships, financial risk, regulatory compliance, pension finance, and treasury technology. Leads forecasting, predictive analytics, financing strategies, financial controls, system modernization, and a high-performing treasury team while advising senior management and the Board.

Leads supplier diversity and market intelligence initiatives for strategic sourcing. Monitors market trends, pricing, labor dynamics, construction activity, supplier financial health, and supply chain risks. Sets Small Business Enterprise goals, evaluates procurement compliance, conducts supplier availability analyses, supports sourcing strategies, develops market reports, trains stakeholders, and engages suppliers, agencies, and community organizations. Provides technical assistance, manages supplier relationships, supports negotiations, and recommends strategies to expand small and diverse business participation.

Provides legal and administrative support to Port Houston’s Legal Department, including legal research, contract and document preparation, transactional and litigation assistance, deadline tracking, records management, public information requests, outside counsel coordination, and contract routing. Supports Port Commission materials and ensures legal documents are properly executed, notarized, filed, and maintained while assisting with public-sector, real estate, environmental, transportation, and administrative matters.

Administer contracts exceeding $50,000, including compliance, tracking, database management, closeout, procurement programs, and vendor performance monitoring. Manage the e-procurement system, coordinate bid and proposal activities, develop project advertising schedules, monitor supplier cost, quality, and delivery requirements, and serve as the subject matter expert for contract administration.
