Manage a federal BARDA contract supporting medical countermeasure research and development. Oversee contractor staff, consulting hires, government-furnished equipment, contract compliance, quality control, performance improvement, travel management, invoicing, reporting, and staff guidance. The role advises government contracting officials, coordinates operational meetings, manages risks and corrective actions, and ensures timely, cost-effective delivery of contract requirements.

Designs, architects, develops, and maintains ServiceNow solutions across ITSM, ITOM, HRSD, and related modules. Collaborates with stakeholders and technical teams, documents architectures and implementations, conducts code reviews, troubleshoots platform issues, ensures development quality, and mentors junior developers. Requires expertise in ServiceNow architecture, integrations, JavaScript, web technologies, and REST/SOAP APIs, plus eligibility for Public Trust clearance.

Provides financial planning, budgeting, forecasting, spend-plan administration, cost analysis, reconciliation, and reporting support for BARDA programs. Builds financial models, dashboards, executive briefings, funding packages, and data analyses; tracks obligations and expenditures; supports acquisition trackers, program records, data calls, and coordination across federal agencies and stakeholders. Advises leadership on financial status, metrics, risks, and process improvements while supporting medical countermeasure initiatives.

Develop, test, deploy, maintain, and support enterprise software applications for a government customer. Responsibilities include designing application architectures, building front-end, business logic, REST API, and database components, creating Power BI reports, automating testing with Selenium, troubleshooting production issues, and assisting with deployments, configuration, upgrades, and documentation in an Agile Kanban environment.

Designs and implements data architecture solutions, including data models, data flows, dictionaries, warehouses, and data lakes. Integrates data from multiple sources, ensures quality, integrity, and security, troubleshoots architecture and ETL issues, reviews technical configurations, and guides development teams. Collaborates with stakeholders, stays current on data management practices, and mentors junior staff supporting government programs.

Plan, implement, govern, and improve enterprise CMDBs using ServiceNow CSDM and ITOM. Gather requirements, define CI models and relationships, establish data governance and quality controls, align configuration data with ITSM processes, support integrations and testing, develop metrics and dashboards, and facilitate stakeholder workshops, training, adoption, and continuous improvement.
