Provides onsite executive assistance to three BARDA senior leaders. Coordinates meetings, conference rooms, IT readiness, agendas, notes, action items, follow-ups, document routing, calendars, invitations, and information requests. Tracks leadership tasks through completion, organizes SharePoint files, deconflicts schedules, and supports changing priorities in a fast-paced government environment. Requires office or leadership support experience, Microsoft application proficiency, SharePoint experience, and Public Trust eligibility.

Gather and analyze business requirements, document processes and specifications, coordinate between stakeholders and IT teams, validate solutions through user acceptance testing, support IT project implementation, and monitor project progress, risks, and issues for government programs.

Performs manual, exploratory, functional, integration, regression, and performance testing for native iOS and Android applications, especially Flutter-based apps. Builds and maintains Java-based automation frameworks and tests, documents defects in Jira, validates requirements and fixes, supports CI/CD-integrated testing, and collaborates with Agile delivery teams. The role also maintains test documentation, participates in Scrum ceremonies and defect triage, and supports occasional rotational on-call duties for federal government software programs.

Supports BARDA financial planning, budgeting, forecasting, spend-plan administration, reconciliation, and reporting. Analyzes financial and programmatic data, develops models and dashboards, prepares executive briefings, tracks funding packages and obligations, and coordinates budget activities across federal offices and stakeholders. The role also supports acquisition tracking, data calls, program planning, and lifecycle management for medical countermeasure initiatives.

Supports BARDA medical countermeasure R&D programs through program planning, budgeting, portfolio oversight, risk analysis, acquisition support, contract management, stakeholder coordination, metrics tracking, and preparation of technical documents, briefings, meetings, and workshops.

Develop and implement custom Salesforce applications using declarative tools, Apex, and Lightning Web Components. Integrate Salesforce with external systems, define requirements, support testing and deployment, create technical documentation, and collaborate with customers and engineering teams. The role also involves Agile, SDLC, DevSecOps, training, certification, and occasional team leadership.

Supports BARDA medical countermeasure research and development programs through program planning, budgeting, portfolio oversight, risk analysis, milestone tracking, contract and acquisition support, stakeholder coordination, technical meeting preparation, and development of briefings and program documentation.

Supports federal procurement for HHS ASPR BARDA through pre-award acquisition planning, market research, solicitation development, proposal analysis, source selection, and award documentation. Administers post-award contracts, verifies invoices, monitors contract actions, prepares modifications, and performs closeout activities. Requires federal contracting expertise, knowledge of procurement policies, experience with multiple contract types, and eligibility for a NACI background check.

Develop and maintain web applications, APIs, integrations, and enterprise solutions. Gather stakeholder requirements, create wireframes and prototypes, document technical designs, troubleshoot and test applications, and support system architecture. The role also uses Microsoft Power Platform tools, develops REST APIs, improves business processes, and assists with project planning and stakeholder communication.

Supports federal procurement for HHS ASPR BARDA, handling pre-award planning, market research, solicitation development, proposal analysis, source selection, contract awards, post-award administration, invoice verification, modifications, and contract closeout. The role requires expertise with competitive and sole-source contracts, FAR-based procurement, fixed-price, cost-reimbursement, and IDIQ contracts, plus price and cost analysis.
