The Human Resources Generalist supports recruitment, onboarding, employee relations, performance management, benefits administration, training, employee engagement, HR reporting, compliance, and HRIS records. The role advises employees and managers, assists with compensation and policy initiatives, maintains confidential information, and supports organizational HR programs. This is an in-office position in Laredo, Texas, with occasional job site visits and travel during the workday.

Leads economic development and government affairs initiatives supporting real estate growth. Secures tax abatements, grants, loans, and investment packages; negotiates with government agencies; manages TIRZ, MMD, MUD, and related special districts; and builds partnerships with public, business, and community stakeholders. Oversees site development programs, economic research, market analysis, business recruitment, and tenant attraction while representing the company at public meetings and development events.

Supports the design, administration, and continuous improvement of compensation programs. Responsibilities include salary structures, market benchmarking, job architecture, merit increases, incentive plans, compensation modeling, reporting, pay equity analysis, FLSA compliance, audits, and confidential employee compensation records. Partners with HR, executives, and Finance to ensure competitive, equitable, financially sound compensation practices.

Leads economic development and government affairs initiatives supporting real estate growth, including incentives, grants, public-private partnerships, business recruitment, stakeholder engagement, market research, GIS analysis, and special district agreements. Manages relationships with government, community, and business leaders; oversees development programs; negotiates funding packages; participates in public meetings; and collaborates across departments to advance feasible, compliant, and community-aligned projects.
