Manage day-to-day procurement and contract administration ensuring compliance with HUD, federal, and state regulations. Prepare bids/RFPs/RFQs, evaluate and negotiate with vendors, issue purchase orders/contracts, maintain records, manage inventory and supplier performance, review invoices, produce procurement reports, and support continuous improvement and cross-training.

Perform audits and compliance monitoring for PH, HCV, and LIHTC programs; identify discrepancies, recommend corrective actions, maintain documentation, prepare reports, advise clients, and support training and process improvements to ensure regulatory adherence and operational integrity.

Lead and coordinate planning and development projects to create and preserve affordable housing. Conduct research and analysis on financing, zoning, demographics, and regulations. Prepare and manage grants, project budgets, RFPs/RFQs, contracts, and contractor accounts payable. Coordinate projects with internal departments, resident leaders, and community stakeholders to support HUD and agency requirements.
