Provide executive leadership for the City's Recreation Department, overseeing program development, facilities and budget management, personnel supervision, child care licensing compliance, community partnerships, marketing, and capital planning to enhance public recreation services and ensure regulatory compliance.

Serve as chief personnel officer overseeing all HR functions for the City: recruitment, benefits, compensation, employee relations, compliance, training, risk management, policy development, HR budget, and organizational culture initiatives. Advise City Manager and department directors, conduct investigations, manage HR records, and attend public meetings; occasional evening/weekend availability required.

Assist the Community Development Director in supervising Building, Planning & Zoning, and Code Compliance; enforce Florida Building Code and FEMA floodplain regulations; manage NFIP CRS participation; oversee permitting, plan review, inspections, grants, post-disaster assessments, and departmental administration; represent the department to boards and officials.
