Provide executive leadership for DeKalb County transit strategy, policy, planning, capital investment, funding procurement, regional coordination, public engagement, organizational governance, and technology-driven modernization to expand and sustain equitable, resilient transit services.

Review commercial and residential development plans, approve projects, coordinate departmental permit reviews, conduct project meetings with engineers and developers, review hydrology and stormwater management, ensure erosion and sedimentation control and infrastructure compliance, review plats for zoning and recording, and assist customers with code and FEMA flood inquiries.

Performs general and specialized accounting for county watershed management: posts transactions, reconciles accounts, prepares journal entries and reports, manages fixed assets, assists audits, processes accounts payable, conducts cash flow analysis, and supports banking functions and special projects.

Provide senior-level HR support to county departments focused on classification and compensation. Advise managers on policies, perform job analyses, conduct salary and benefits surveys, prepare reports, manage recruitment and onboarding, administer compensation plans, perform internal equity assessments, and develop training and process improvements.
