Coordinates voter registration, election administration, poll worker recruitment and training, precinct mapping, polling-site readiness, early voting operations, election equipment, records, and jury summons follow-up. Supervises assigned staff, verifies voter information, maintains registration records, manages election supplies and ballots, resolves polling-site issues, and ensures compliance with election procedures. Requires extended hours during election cycles and includes field site visits.

Reviews consultant work, coordinates contractors and agencies, supports bidding, and provides technical leadership to engineering staff and project teams.

Performs civil engineering analysis, modeling, design, plan review, cost estimation, and construction support for infrastructure and capital projects. Develops project requirements, plans, specifications, and improvement recommendations using CAD and engineering principles. Reviews calculations, coordinates with owners, contractors, agencies, and the public, and may provide limited oversight to engineering and drafting technicians.

Coordinates special projects, management studies, and departmental initiatives for County operations. Conducts operational, financial, and cost analyses; prepares reports and recommendations; supports budgeting and strategic planning; administers grants; oversees contractors and consultants; monitors regulatory compliance; evaluates programs; and serves as a liaison to stakeholders, government agencies, and community organizations.

Represents the County in complex litigation, contracts, personnel matters, tax appeals, legislation, and regulatory compliance. Provides legal advice to departments, officials, and managers; conducts legal research; drafts opinions, pleadings, motions, contracts, and legislation; manages discovery, hearings, mediations, trials, and appeals; and maintains current knowledge of applicable laws and regulations.

Provides legal counsel to County departments and officials; litigates cases through hearings, trials, mediations, and appeals; drafts and reviews contracts; handles personnel matters, tax appeals, legislation, and regulatory compliance; conducts legal research; prepares legal opinions and pleadings; and advises on applicable laws, policies, and procedures.

Performs government accounting functions including accounts payable and receivable, reconciliations, journal entries, financial reporting, tax forms, audits, fixed asset management, budgeting support, and financial analysis. Provides accounting assistance to vendors, customers, taxpayers, and county personnel; researches discrepancies, maintains records, prepares regulatory reports, and supports special projects and mandated reporting.

Designs and reviews traffic signal systems and transportation plans, performs traffic modeling and signal timing studies, prepares plans/specifications, coordinates contractors and agencies, provides technical support during construction, estimates costs, troubleshoots signal and communications issues, and provides limited leadership on complex projects.

Develops, coordinates, delivers, and evaluates departmental training programs. Creates and updates course materials, facilitates in-house training, tracks attendance and exam grades, manages certification/recertification logistics, maintains compliance records and databases, prepares communications and promotional materials, and analyzes training effectiveness to improve employee knowledge and performance.
