Leads federally, state, and locally subsidized fiber construction programs from award through activation and certification. Manages schedules, budgets, location data, milestones, risks, compliance, vendors, GIS records, reporting, and audit readiness. Coordinates engineering, permitting, construction, operations, Finance, Regulatory Affairs, and funding administrators while tracking funded-location commitments and resolving delivery gaps.

Build and maintain relationships with local governments, public works departments, utilities, and community stakeholders to support fiber network expansion. Resolve permitting, right-of-way, pole attachment, construction, and community issues across jurisdictions. Leads outside plant fiber engineering projects, including network planning, design, cost estimation, budgeting, scheduling, cable records, permitting, rights-of-way, easements, and utility coordination. Serves as the engineering subject matter expert, ensuring projects meet technical, quality, timing, and budget requirements. Coordinates internal teams, government entities, utilities, contractors, and vendors while providing mentorship, reporting, escalation support, and field oversight.

Leads fiber network engineering teams responsible for scalable, cost-effective, construction-ready designs. Oversees route planning, permitting, compliance, vendors, project schedules, engineering standards, quality control, and process improvement. Partners with construction, operations, product, finance, contractors, municipalities, and government agencies to support large-scale network deployment. Drives innovation through GIS, automation, engineering tools, and performance metrics while mentoring engineering managers and staff.

Designs and manages telecommunications outside plant projects, including cable sizing, capacity planning, permitting, rights-of-way, easements, construction coordination, cost estimates, and cable records. Collaborates with network planning, operations, utilities, government agencies, vendors, and internal departments to support fiber network growth, upgrades, replacements, and regulatory requirements. The role also manages project activities, updates as-built documentation, supports budgeting, and assists with field-based infrastructure work.

Leads administration, operation, troubleshooting, integration, and enhancement of telecommunications applications supporting outside-plant networking. Defines technical requirements, coordinates with vendors and development teams, executes production changes, creates operational documentation, automates engineering tasks, and mentors junior engineers. The role requires expertise in distributed server systems, networking, OSP/ISP environments, CI/CD, containerization, software lifecycle management, and Agile delivery, with 24/7 on-call availability.

Defines and advances enterprise security architecture across corporate, network, cloud, and application environments. Owns Zero Trust, network segmentation, IAM, firewall, remote access, SIEM, detection, SOC tooling, EDR, vulnerability management, cloud security, application security, data protection, and AI security architectures. Establishes reference standards, roadmaps, and secure-by-design practices while partnering with engineering, Security Operations, and GRC. Translates telecommunications regulations and business risks into auditable technical designs and communicates architecture to technical and executive stakeholders.

Generate residential fiber internet sales in multifamily properties through property visits, community events, door-to-door outreach, and customer engagement. Build relationships with property staff and prospective customers, meet activity and sales targets, complete sales training, collaborate with Marketing, track expenses, and monitor industry developments. The role requires extensive outdoor work, regional driving, reliable transportation, and professional customer service.
