Leads and grows California construction and industrial stormwater quality services. Responsibilities include business development, client advising, NPDES and WDR compliance, SWPPP development, BMP implementation, inspections, sampling, SMARTS reporting, corrective actions, proposals, budgets, program oversight, team leadership, mentoring, and practice expansion. The role also supports municipal stormwater, MS4, TMDL, watershed management, and regional water quality programs.

Provides Tier 1 and Tier 2 technical support for office and remote users, including troubleshooting, device setup, onboarding and offboarding, Microsoft 365 administration, licensing, access management, and asset tracking. Performs governance and lifecycle validation, maintains documentation and knowledge-base content, identifies recurring issues, and coordinates with platform, security, MSP, and vendor teams while escalating advanced problems appropriately.

Coordinate and produce high-quality proposals, SOQs, and marketing materials for AEC pursuits. Manage kickoff meetings, track deliverables, write/edit content, maintain CRM and proposal libraries, support interviews and business development, and mentor junior marketing staff.

Lead and manage cultural resources contracts and teams for utilities and infrastructure projects. Oversee CEQA/NEPA/Section 106 compliance, QA/QC, fieldwork, Health and Safety Plans, subconsultants, client coordination, proposals, budgeting, and mentorship. Support multidisciplinary teams and drive to project sites as needed.

Lead design and execution of compensation and benefits programs, including pay equity analyses, salary structures, incentives, benefits administration, vendor management, compliance, HRIS-driven analytics, and clear employee communications to support attraction, retention, and organizational growth.

Administer and standardize Microsoft 365 E5 tenant configuration (Entra ID, Intune, Defender, Purview, SharePoint, Teams, Fabric); implement security and compliance controls (Conditional Access, MFA, DLP, sensitivity labels, retention, privileged access); enable AI safely; document standards and runbooks; coordinate with MSPs and vendors; improve governance, automation, and operational maturity to reduce risk and external dependencies.

Design and develop blended learning curricula (virtual instructor-led, self-directed, and blended) using ADDIE or similar. Create eLearning with authoring tools, convert SME content into learner-centered materials, coordinate with stakeholders, support LMS maintenance, measure training outcomes using Kirkpatrick levels, and manage multiple curriculum projects to improve professional skills like project management, coaching, and leadership.

Support GIS tasks for energy, utility, infrastructure, and environmental projects by managing and validating geospatial datasets, producing maps and interactive web GIS deliverables, performing spatial analyses, configuring Esri field tools, integrating GIS/CAD data, troubleshooting GIS/GPS tools, and supporting workflow improvements using Microsoft 365 and Power Platform.
