Manages accounting, accounts payable and receivable, budgeting, purchasing, billing, collections, reconciliations, payroll records, inventory control, parking and reimbursement invoicing, financial reporting, and personnel administration for Facilities and Fleet Operations. Responsibilities include recruitment, onboarding, offboarding, personnel records, benefits and leave administration, employee relations, investigations, payroll and compensation support, training and performance tracking, policy development, compliance, workforce planning, reporting, and liaison duties with County HR. The role provides confidential employee guidance and advises executive staff on human resources matters.

Maintains bookkeeping records, reconciles invoices, receiving tickets, and purchase orders, manages vendor and inventory files, and supports purchasing and payroll data entry. Handles citizen calls and creates work orders in Cititech and Cartegraph. Uses Munis for purchase orders, internal records, and payroll processing while preparing spreadsheets, reports, and financial documentation. The role requires accurate calculations, clerical organization, data entry, vendor communication, and prioritization under general supervision.

Manages Tulsa County’s GIS and Mapping Services Department, including staff supervision, parcel-based mapping, case map production, GIS database integrity, data standards, quality control, workflow, licensing, vendors, budgets, and stakeholder coordination. Reviews legal descriptions and resolves complex mapping issues while ensuring accurate, timely GIS services for planning departments and member communities.

Lead county-wide IT strategy and operations, manage infrastructure, cybersecurity, disaster recovery, budgets, and IT staff; oversee projects, vendor relations, compliance, and responsible AI/automation adoption to support Board objectives.
