Provide GIS-focused data analysis, mapping, and visualization to support rezoning and long-range planning. Create maps, spatial datasets, mailing lists, and analyses for planning divisions and citywide initiatives while ensuring data maintenance, publishing, and security compliance. Collaborate with other departments and support planning projects under moderate supervision.

Manage the Citys $6B debt portfolio: develop financing strategies, coordinate issuances and referenda, oversee construction-period financing, perform debt modeling and affordability analyses, ensure post-issuance compliance, supervise debt team staff, prepare reports/presentations, and coordinate with advisors, rating agencies, and City departments.

Lead delivery of end-user technology support via managed service providers, overseeing Tier 1/2 service desk, deskside and field support, device lifecycle, vendor SLAs, and escalations to Tier 3 teams. Use service data to reduce incidents and expand self-service, support deployments and high-volume onboarding, manage contracts and budgets, and build a customer-focused support culture for office, executive, and 24-hour transit operations.

Provide comprehensive administrative and HR support to the Engineering Division, including payroll processing, recruitment support, onboarding/offboarding, travel and P-Card transactions, vendor coordination, employee records maintenance, and divisional event coordination. Serve as primary contact for employee questions and assist division leadership with HR policy communication and employee engagement.

Provide comprehensive legal counsel to City officials and the Finance/Risk Division; manage and litigate moderate to complex employment and municipal cases in federal and state courts; prepare pleadings, discovery, settlements, and trial materials; represent the City at hearings, mediations, and trials; advise on employment-related issues; collaborate with litigation team and outside counsel; ensure municipal legal compliance.

Lead the transit authority as chief strategic officer and public representative. Oversee operations, safety, capital program delivery, finance, workforce development, compliance, stakeholder engagement, innovation, and strategic planning to advance safe, reliable, accessible public transportation across the region.
