Leads the strategy, evaluation, implementation, integration, maintenance, and support of technology products for SFPUC’s Portfolio Management Office. Develops product roadmaps, requirements, strategic plans, and digital services while coordinating business teams, technical staff, vendors, consultants, and stakeholders. Oversees product performance, system integrations, user adoption, issue resolution, purchasing, and operational support. Supervises technical teams and ensures solutions align with organizational priorities, security requirements, policies, and industry practices.

Leads the Port Modernization Project, overseeing interconnected technology initiatives including Salesforce, Kahua, harbor management, system integrations, and payments infrastructure. Develops roadmaps, schedules, and implementation strategies; manages requirements, backlogs, stakeholders, Agile ceremonies, user research, change readiness, and external partners. Serves as product owner, facilitates consensus, evaluates workflows, and reports progress and recommendations to Port leadership.

Leads San Francisco’s citywide enterprise risk management strategy, insurance and risk-financing programs, contractual risk transfer, claims, and risk analysis. Advises senior city officials and departments, establishes policies and frameworks, manages insurers and professional providers, oversees a $50 million annual insurance budget, and strengthens organizational resilience across complex public services and infrastructure.

Provides IT support and technology administration for a municipal legal office. Responsibilities include migrating on-premises file shares to cloud repositories, deploying tools and enhancements, evaluating technical environments, troubleshooting systems, advising stakeholders, maintaining documentation and training materials, and interpreting IT policies. The role collaborates with internal teams, city partners, and vendors, while participating in rotating 24-hour on-call support for mission-critical software, hardware, and networks.

Leads the Department’s internal and external communications, marketing, media relations, public affairs, brand management, and crisis communications. Advises executive leadership on messaging and reputation, serves as spokesperson, oversees campaigns and communications materials, secures media coverage, manages outreach events, and guides internal messaging. The role also supervises professionals, manages cross-functional teams and budgets, evaluates campaign performance using analytics, and navigates politically sensitive public-service environments.

Support and modernize the City Attorneys IT systems and legal technology tools; assess, select, deploy, and maintain solutions; gather requirements; train and support end users; develop documentation, usage guidelines, and best practices; collaborate with stakeholders and vendors; provide 24-hour on-call rotation and improve workflows and system efficiency.

Designs, implements, maintains and monitors information security and privacy controls; responds to incidents; administers authentication and access controls; performs risk, compliance and governance assessments; and supports security training and third-party assessments.
