Perform automation and performance QA testing across web and mobile applications using Waterfall/Agile methodologies. Develop test strategies, plans, and automated test cases; estimate testing time; collaborate with product managers, developers, and business analysts to ensure application quality for HRA, DSS, and DHS systems (WMS, POS, Streamline POS, AHRA).

Perform procurement and contract administration tasks for NYCERS: prepare and evaluate solicitations, manage pre-solicitation reviews, analyze vendor responsibility and pricing, ensure compliance with NYC, State, and Federal procurement rules, collaborate with vendors and internal stakeholders, and process awards, modifications, and contract extensions.

Lead strategic planning and continuous improvement for outreach teams, set and socialize goals, analyze campaign results, capture outcome data, manage cross-agency partnerships, and advise executive leadership to increase outreach efficiency and service delivery.

Lead technical review of electrical design and construction documents, perform existing-conditions surveys and forensic analyses, coordinate multidisciplinary design reviews, prepare/review in-house project documents, and advise on building code and project delivery issues while interfacing with sponsors, consultants, contractors, and project managers.

Design, develop, and maintain Microsoft Dynamics 365 customizations, plugins, workflows, and integrations. Build front-end solutions with JavaScript, React, and PowerApps and back-end services with .NET/C# and Web APIs. Collaborate with architects and QA to deliver secure, scalable solutions and support special projects and ongoing maintenance of mission-critical applications.

Lead planning and preliminary design for capital project scope development and resilience initiatives. Assess feasibility and constructability, perform drainage capacity analyses using GIS/InfoWorks, integrate nature-based solutions, coordinate with agencies, develop cost estimates and scope proposals, manage consultant contracts, review design deliverables, and supervise an engineering team.
