Manage and conduct policy and data research projects using large administrative datasets to inform DHS/HRA operations and policy. Develop and maintain performance management reports and analytics products, communicate with program areas, produce written analyses and recommendations, and support ad hoc analyses and special projects.

Lead consolidation of financial reporting and build/maintain relational databases and a front-end application (preferably PowerApps). Lead and coordinate high-impact cyber incidents across City agencies within a 24x7 SOC. Serve as on-call incident commander, make rapid decisions under pressure, liaise with agency and executive stakeholders, maintain and test incident response playbooks, conduct tabletop exercises, oversee after-action reporting, and drive improvements to tools, staffing, and processes to bolster city-wide cyber resilience.

Lead integration of electronic case reporting, HIE, and lab data for chronic conditions; manage junior analysts and QA staff; oversee project plans, timelines, budgets; implement and test data pipelines; write proposals and collaborate across agency teams to deliver innovative data technology projects.

Lead and coordinate citywide cybersecurity projects: manage vendors and contracts, oversee budgets and schedules, maintain Cyber Command Salesforce, create centralized PMO processes, build executive reporting and dashboards, run PoC trials, perform risk and cost-benefit analyses, lead concurrent workstreams, and support Cyber Command leadership with materials and project metrics.

Lead design, delivery, and continuous improvement of emergency preparedness and response training across the agency. Identify training needs, develop multi-modal curricula with SMEs, implement learning technologies, track competency and completion metrics, provide technical assistance, and respond to emergencies as needed.
