Provides frontline help desk support to City agencies by answering inquiries, resolving routine system issues, resetting passwords, escalating complex problems, tracking requests in Remedy, updating users, preparing reports, documenting procedures, and assisting with issue research and special projects.

Represents regional leadership in administering Benefit Access Centers and Food Stamp sites. Monitors application processing, fair-hearing compliance, complaints, audits, quality control, error reduction, eligibility redeterminations, and corrective action plans. Provides technical support and staff training, responds to legal and community inquiries, prepares operational updates, and conducts site visits to ensure compliance with policies, regulations, and mandated timelines.

Designs, implements, administers, and supports secure LAN, WAN, and MAN infrastructure. Manages large-scale firewall and switch environments, configures VPNs, proxy services, and intrusion prevention systems, and troubleshoots network and security incidents. Analyzes logs and monitoring data, implements routing and resiliency solutions, collaborates with cloud providers and agencies, and evaluates emerging network technologies through research and proof-of-concept testing.

Leads the agency’s Policy Implementation team and manages the full lifecycle of public and internal policy development. Oversees policy analysis, implementation planning, cross-divisional coordination, governance, documentation, monitoring, and evaluation. Develops processes and tools, partners with legal and government affairs stakeholders, supervises Policy Analysts, and represents the department in internal and external initiatives.

Oversee DCWP’s Policy and Special Projects Unit, including legislation, City Council hearings, final agency decisions, sealing orders, consumer-protection rulemaking, and other policy priorities. Supervise attorneys, coordinate with agency divisions, conduct complex legal research, draft legislation and rules, negotiate sealing matters, and support strategic planning, research, collections, certifications, and executive-order reporting.

Reviews and analyzes fair hearing requests involving Cash Assistance, SNAP, and Medicaid benefits; resolves cases or routes them for packet preparation. Prepares electronic evidence packets in FHEMS, conducts client outreach, obtains documentation, monitors queues, communicates with agency staff and fair hearing representatives, and responds to inquiries and complaints.

Leads Career Services units responsible for continuous quality improvement, provider assessments, contract monitoring, compliance, corrective action plans, reporting, and operational performance. Oversees directors, managers, and staff; develops processes, controls, dashboards, training, customer service protocols, and standard operating procedures. Coordinates with contractors, agency leadership, City and State officials, labor relations, and oversight entities while ensuring program goals, audits, contractual requirements, and performance outcomes are met.

Processes requisitions, purchase orders, invoices, payments, travel requests, and procurement solicitations. Supports vendor negotiations, authorization, issue resolution, and agency customer service. Advises department leaders, develops scopes of work, ensures compliance with NYC procurement policies, maintains records, and assists with special projects. The role requires strong attention to detail, record keeping, communication, problem solving, and proficiency with NYC procurement systems and Microsoft Office.

Develop and maintain secure web and desktop applications using C# and .NET technologies. Design databases, screens, workflows, and application solutions; gather requirements; conduct testing, documentation, version control, and code reviews. Maintain multiple applications supporting investigations, prosecution, case management, and law-enforcement information sharing. Collaborate with attorneys, investigators, IT staff, and support personnel while supervising junior developers and coordinating with procurement or vendor-management teams.

Designs bridge and highway geometry, drainage systems, and pavement in accordance with NYCDOT, NYSDOT, and FHWA standards. Performs complex CADD and street/highway engineering work, supports the Engineer-In-Charge on complex infrastructure projects, prepares contract design materials, conducts engineering reviews, and advises and trains subordinate personnel.
