Manages DCP’s public records and FOIL response processes, including request coordination, eDiscovery searches, computerized research, database reporting, records retention schedules, archival file retrieval, and government publication submissions. Coordinates with the NYC Department of Records and NYC Archives to ensure timely compliance with retention, storage, disposal, and document-sharing requirements.

Provides leadership, improves business processes, tracks capital and expense programs, and ensures engineering resources support wastewater infrastructure operations and construction.

Leads procurement, budgeting, contract administration, and program management for NYC DEP’s Bureau of Wastewater Treatment. Oversees a $390 million annual expense budget, capital and expense procurements, contract payments, change orders, renewals, task and job order contracts, and coordination with major delivery partners. Develops performance metrics, improves operational processes, supports engineering resource planning, and serves as liaison to contracting, budget, legal, audit, and oversight offices.

Designs and maintains high-availability Unix middleware and containerized environments. Leads infrastructure automation, cloud migration, identity management, CI/CD, software release management, and AWS infrastructure operations. Develops Ansible automation and Jenkins pipelines, conducts code reviews, and specifies container hardware and software configurations. Implements observability through Splunk and AppDynamics, including monitoring thresholds, alerts, dashboards, and production log management across on-premises and cloud environments.

Assists the Environmental Sustainability and Resiliency Budget Unit with assessing climate impacts of NYC capital and expense budgets. Responsibilities include budgetary research and analysis, data cleaning, tracking sustainability and resiliency spending, synthesizing information, copy editing, and supporting publication design for the NYC Climate Budgeting report. The role also evaluates proposals and develops recommendations for internal stakeholders while learning the City budget process.
