Manage and supervise the subcontract department, award and negotiate subcontracts, ensure compliance with company and government regulations (including ITAR/EAR/OFAC), approve purchase orders, perform subcontractor audits, prepare reports and budgets, train and evaluate staff, investigate new sources, and support program pricing and schedule planning. Travel as required.

Develop, characterize, optimize and scale Semi-Additive Plating (SAP) build-up processes across mechanical processing, lithography, electroplating, and etching. Specify and qualify R&D equipment, run controlled experiments and DoE, perform failure analysis, and transition processes to small-scale production while ensuring IPC and SEMI standard compliance.
