Manage large-scale federal healthcare IT projects across the full application and systems lifecycle. Builds secure REST, SOAP, database, microservice, web service, and file-transfer integrations using Java, AWS GovCloud, middleware, and application servers. Maintains Appian plug-ins and integration components, documents architecture and interface specifications, and collaborates with technical, QA, architecture, and DevSecOps teams in an Agile environment.

Manage a federal contract-vehicle portfolio including IDIQs, GWACs, BPAs, and multiple-award contracts. Monitor procurement notices, coordinate task-order opportunities, advise cross-functional teams on acquisition and compliance requirements, support solicitation and proposal pursuits, and maintain relationships with government offices and industry partners. The role requires extensive federal contracting experience, strong knowledge of task-order acquisition processes, and the ability to obtain a Public Trust clearance. It is fully remote within the continental U.S., with travel as needed.

Lead a SAFe Agile Release Train and DevOps Systems Team supporting a federal software project. Facilitate PI Planning, ART Syncs, system demos, and continuous improvement while managing program execution, dependencies, risks, releases, and team backlogs. Oversee CI/CD, build automation, platform operations, and flow metrics across Java and InterSystems IRIS environments. Coordinate with product, architecture, government, vendor, and senior leadership stakeholders. The role is fully remote within the continental US and requires eligibility to obtain a government clearance.

Develops test cases, scripts, scenarios, and data; validates SSN removal, enterprise identifiers, privacy, security, and business requirements. Documents and tracks defects through resolution, maintains requirements traceability, supports defect triage, identifies coverage gaps, and collaborates with developers, Business Analysts, QA leadership, and Product Owners in an Agile/Scrum environment.

Performs functional, integration, regression, UAT, and manual or automated testing for VA VistA applications. Develops test cases, scripts, scenarios, and data; validates SSN removal, enterprise identifiers, privacy, security, and business requirements; documents and tracks defects through closure; maintains requirements traceability; participates in Agile ceremonies, defect triage, and QA process improvements.

Leads enterprise software quality assurance for a Department of Veterans Affairs initiative reducing Social Security Number use across VistA applications. Develops test strategies, oversees functional, integration, regression, security, and UAT testing, manages defects and traceability, coordinates distributed QA teams and stakeholders, supports release readiness, and ensures compliance with privacy, PII/PHI, security, NIST, HIPAA, FISMA, and VA requirements.
