Perform advanced RAN engineering analyses to identify coverage gaps, validate needs, quantify operational impact, and produce engineering justifications and prioritized investment recommendations. Review vendor RAN designs, verify deliverables, maintain audit-ready records, support technical discussions, and inform long-term RAN planning for public-safety networks.

Lead a federal R&D PMO supporting portfolio management, impact measurement, stakeholder engagement, strategic communications, team and performance management, QA, and contract oversight. Manage consultants, drive client relationships, run workshops, implement process improvements, and develop staff while ensuring scope, schedule, and budget delivery.

Conduct impartial merit reviews of broadband-related grant applications (tribal lands, telehealth/telework/distance learning). Evaluate proposals against criteria, ensure quality and timely completion, attend required trainings, and disclose conflicts of interest. Design, build, and maintain geospatial datasets, maps, and scalable GIS tools to analyze coverage gaps and support nationwide communications network planning. Integrate GIS into enterprise analytics (e.g., Palantir), produce maps and dashboards, validate data quality, document metadata/versioning, and collaborate with engineering and program teams to deliver decision-support products for technical and non-technical audiences.
