Implement and manage ESRI Enterprise GIS/Portal, ingest and migrate legacy geospatial and tabular data into SQL databases, create custom Python/SQL scripts and web apps, perform database tuning and design reviews, set permissions, automate GIS workflows, coordinate with IT/security, and lead specific projects and junior contributors with minimal supervision.

Lead and manage an electrical engineering team, set priorities, implement policies, ensure quality, mentor junior engineers, support government programs, evaluate proposals and technical risks, participate in design reviews, coordinate cross-functional execution, procure tools/licenses, and present results to management and clients. Provide technical guidance and resolve complex hardware engineering challenges; support occasional travel.

Serve as a strategic HR advisor to senior leaders, shaping workforce planning, organization design, talent strategy, and change management. Use data and analytics to identify risks, influence decisions, and measure people outcomes. Coach leaders, support employee relations, partner with HR Centers of Excellence, and lead HR transformation initiatives to improve performance, engagement, and organizational capability. Role includes occasional travel (up to 15%) and supervises 1-2 direct reports.
