Provides network administration and information assurance support for NAVFAC CIO systems on Guam. Responsibilities include maintaining switches, supporting mesh networks and smart grid industrial control systems, creating network diagrams, verifying network installations, assessing security risks, conducting vulnerability scans, applying security controls and patches, and preparing documentation. The role also supports RMF processes and authorization-to-operate packages, with potential progression into an Information Systems Security Engineer position.

Manages access for approximately 500 scientific and engineering users, administers accounts, tracks and allocates CPU hours, verifies security clearances, ensures compliance across classified and unclassified environments, and maintains usage and authorization records.

Provides aviation supply and logistics support for Naval Aviation Support Detachments, including inventory and stock control, financial management, demand planning, parts tracking, vendor returns, readiness reporting, and maintenance supply support. Maintains Navy logistics systems and records, supports GCPC and OPTAR processes, manages inventory accuracy and availability, and directly assists Supply Officers and command teams.

Develops and maintains DoD acquisition plans, roadmaps, milestone documentation, risk management programs, reporting schedules, and program deliverables. Supports acquisition reviews, approval processes, risk boards, training, cost and schedule monitoring, and performance reporting. Analyzes program issues and recommends solutions while ensuring acquisition objectives are met. Requires substantial DoD acquisition management experience, preferably with Navy programs, and familiarity with DAWIA or PMP standards.

Provides business, financial, analytical, and program coordination support for Science & Technology and Research & Development programs. Responsibilities include financial planning, fund tracking, cost analysis, spend-plan development, data-call responses, program execution monitoring, and coordinating meetings and reviews across government, industry, and academic stakeholders. The role uses SAP and financial management systems to maintain accurate reporting and supports Program Officers in meeting funding, schedule, and performance objectives.

Provides senior-level federal HR expertise in position classification, workforce development, and HR program administration. Leads complex classification reviews, organizational assessments, audits, and position management activities; advises executives, managers, union officials, and employees; and develops recommendations for workforce structure, succession planning, and recruitment. Ensures compliance with OPM standards and federal HR policies while maintaining guidance documentation and supporting recruiting tool and program improvements.

Supports federal contract administration and acquisition activities for DoD/Navy programs. Maintains contract and task-order documentation, drafts procurement and requirements documents, administers modifications, tracks obligations and deliverables, evaluates contract terms, supports source selections and industry days, and maintains contractual databases. Ensures compliance with FAR, DFARS, NMCARS, and DoD acquisition requirements while supporting contracting officers and program staff.

Analyzes Navy aviation logistics, inventory management, supply effectiveness, readiness, and financial processes. Conducts inspections, audits, assessments, training, and system reviews; develops policies, reports, recommendations, databases, and performance metrics. Supports supply chain initiatives and ashore aviation commands using Navy logistics systems, ERP tools, Access, and Excel.
