Manages municipal procurement, tendering, competitive bidding, contract administration, and compliance with procurement laws, trade agreements, and city policies. Evaluates bids, prepares solicitation packages, oversees tender openings, supports contract execution, manages records and reports, and addresses contractor performance issues. Provides procurement system support and training, advises departments and stakeholders, maintains transparency and fairness, and handles complex matters independently with significant professional judgment.

Provides financial analysis, forecasting, budgeting, variance analysis, reconciliations, reporting, and strategic advice across municipal departments. Leads process improvements, projects, internal-control development, policy implementation, and legislative compliance. Prepares reports and presentations for senior leadership, committees, and City Council; evaluates business cases and financial impacts; supports audits and systems improvements; and coaches staff on financial processes and controls.

Provides administrative, accounting, clerical, customer service, records management, and time-entry support for the Electric Light and Power Department. Responsibilities include managing meter service orders and inventory, processing invoices and reconciliations, administering payroll-related records, coordinating communications with staff, contractors, suppliers, and customers, maintaining records in compliance with FOIP requirements, preparing reports and meeting materials, and improving administrative procedures.
