The Legislative Advisor manages Council and Committee meeting agendas, minutes, resolutions, procedures, records, logistics, and legislative compliance. The role provides advice on municipal legislation, bylaws, policies, parliamentary procedure, and confidentiality requirements; supports elected officials, committees, senior management, and public participants; develops governance training and orientations; conducts research; and assists the Emergency Operations Centre during emergencies. The position requires accuracy, diplomacy, strong organization, deadline management, and occasional travel within Central Alberta.

Leads corporate financial planning, budgeting, forecasting, reporting, audits, financial analysis, business case evaluation, system improvements, internal controls, compliance, and transformation projects. Advises management, prepares executive reports, supports municipal accounting requirements, collaborates with stakeholders, and delivers financial systems and process training.

Leads Oracle HCM Cloud configuration, integrations, data migrations, reporting, testing, troubleshooting, and ongoing system optimization. Partners with HR, Payroll, Digital Services, vendors, and business stakeholders to translate requirements into solutions supporting Canadian HR and payroll compliance. Develops integrations using OIC, APIs, HCM Extracts, and secure file transfers; creates reports and Fast Formulas; manages testing and defects; coordinates enhancement projects; and delivers documentation, training, and knowledge transfer to build internal support capabilities.

Leads the City’s risk services portfolio, including enterprise risk management, business continuity, procurement governance, contract management, insurance, and claims administration. Advises senior leadership, develops policies and frameworks, strengthens internal controls, manages organizational risks, and leads a multidisciplinary team. The role also drives continuous improvement, organizational resilience, compliance, and effective municipal decision-making through collaboration with Legal Services and departments across the organization.

Supports HRIS administration, data maintenance, troubleshooting, reporting, dashboards, and workforce analytics. Audits and reconciles HR and payroll data, improves HR systems and processes, trains stakeholders, and collaborates with HR, IT, Finance, and other departments to deliver accurate workforce information and support operational, strategic, and legislative requirements.

Administers and oversees complex payroll and pension programs, ensuring accuracy, legislative and policy compliance, data integrity, reconciliations, reporting, and internal controls. Resolves escalated issues, interprets legislation and plan provisions, supports audits and regulatory inquiries, participates in system upgrades and process improvements, and advises HR, Finance, management, employees, and external providers. Provides recommendations on risk mitigation, corrective actions, system functionality, and program administration.

Leads the Business System Optimization section, overseeing business systems support, process improvement, knowledge management, information services, reporting, business intelligence, GIS, and internal consulting. The role manages staff, budgets, resources, enterprise projects, change management, and operational improvement initiatives while supporting data-driven decision-making and organizational effectiveness across the municipal government.
