Oversees county program support, guardianship, and pauper burial programs; ensures statutory and policy compliance; supervises staff; manages budgets, procurement, HR, IT, contracts, reporting, and process improvement; develops long-term economic and community development plans; and represents the department with courts, officials, agencies, and community organizations.

Serves as a strategic HR partner to county offices and departments, advising leaders on employment law, compliance, workforce planning, talent management, organizational design, compensation, engagement, and performance management. Conducts market studies, job analyses, compensation and classification reviews, and maintains job descriptions. Supports budgeting, benefits, learning, rewards, and other HR programs while improving processes and advising supervisors and managers.

Performs general and complex clerical and secretarial duties, including preparing correspondence and reports, maintaining personnel records and files, entering data, assisting with budgets, handling calls and mail, ordering supplies, and potentially supervising clerical staff.

Provides fiscal support for grant accounts, donations, and corporations. Reviews invoices, prepares reimbursement requests and financial reports, records journal entries, reconciles financial records, analyzes grants and receivables, supports audits, prepares statements and billing, resolves grant transaction issues, and coordinates with departments, vendors, and sub-recipients.

Oversees Sheriff's Office business operations, including inmate banking, data processing, business office, and warehouse functions. Supervises staff, prepares and monitors the departmental budget, manages bids, analyzes revenues and expenditures, develops forecasts, conducts internal audits, and reports financial status to administrative leadership. Coordinates budgetary matters with County departments and ensures effective financial controls and operations.

Supports Bexar County managed assigned counsel attorneys and serves as liaison with courts. Manages legal resources, case intake and attorney assignments, financial claims, caseload compliance, pretrial and trial support, and professional training. May assist as trial counsel when appropriate. Requires criminal defense experience, Texas bar licensure, court appointment experience, strong communication skills, technological proficiency, and successful background clearance and physical examination.

Represents indigent defendants during initial bail and magistration hearings in Bexar County. Interviews clients, researches charges and criminal histories, consults with jail, mental health, treatment, and pretrial personnel, negotiates bond conditions with prosecutors, and advises clients regarding charges, rights, and treatment options. The role requires courtroom advocacy, management of a demanding caseload, and availability for 24/7 shifts and occasional work beyond 40 hours.

Develops and executes structured change management strategies for Bexar County operations. Identifies people-side risks, resistance, and performance gaps; creates communication, coaching, training, sponsor, and reinforcement plans; supports leaders and managers with messaging and talking points; and measures adoption, utilization, and proficiency. Builds employee understanding, drives behavioral change, and helps address concerns through targeted communications and corrective actions.

Provide complex clerical and secretarial support to the Immigration Department, assisting attorneys with case files, discovery downloads, data maintenance on caseloads and noncitizens, preparing reports, closing cases, and sending notices/resources. Support grant reporting requirements and maintain computerized records.

Maintain, program, and troubleshoot county public safety communications and LAN infrastructure including P25/analog LMR and microwave links. Perform on-site commissioning, RF measurements, equipment moves, inventory tracking, documentation, user training, and after-hours network support. Lead assigned projects and collaborate with Network Architecture and Technical Support teams.
