Leads daily travel program operations for COMNAVSURFPAC, acting as the contractor’s lead analyst and primary contract representative. Analyzes travel data, supports Defense Travel System activities, resolves problems, presents information, and provides weekday and emergency after-hours travel support. The role requires onsite work at Naval Base San Diego and an active Secret clearance.

Designs, maintains, and modernizes the Department of Labor’s Oracle EBS-based financial management system. Responsibilities include developing architecture blueprints, integrating databases, cloud services, APIs, and web applications, enforcing NIST and FedRAMP security controls, and collaborating with program, finance, and cybersecurity stakeholders. The role requires extensive federal Oracle ERP architecture experience, cloud and database expertise, and the ability to obtain Public Trust Level 5 or 6 clearance. Work is remote within the continental United States, with possible in-person meetings in Washington, DC.

Lead delivery of Navy Comptroller support, oversee Navy ERP, data analytics/visualization, and financial analyst work streams, and coordinate multiple subcontractor teams onsite in Norfolk, VA.

Conduct IT audit reviews of critical feeder and core accounting systems for compliance with DoD and federal standards (DoD 8510.01, NIST 800-53 RMF, FMFIA, FISCAM). Execute test plans, evaluate IT control design and operating effectiveness, review SSAE 18 reports and CUEC, assist development and remediation testing of CAPs, and provide FISCAM training as requested. Hybrid support for USTRANSCOM at Scott AFB; on-site presence required.

Lead financial management, accounting, and audit oversight for DoD-supported programs. Ensure compliance with DoD regulations, FAR, and GAAP; manage budgets, forecasts, and financial reporting; direct internal and external audits; advise leadership on fiscal law and risk; implement controls and process improvements.

Provide financial reporting and accounting operations support for USTRANSCOM including general ledger, G-Invoicing, FBwT, PP&E, AR/AP, reconciliations, AFR preparation, internal controls, data cleanup, SOP updates, DTS administration, and TWCF Governance Board support. Ensure GAAP compliance, recommend corrective actions, and leverage ADVANA for feeder reconciliations.

Facilitate Agile Scrum for in-service engineering teams executing hardware, software, and installation tasks. Lead daily scrums, maintain and organize backlogs, coordinate sprint planning, backlog scrubs, and retrospectives. Document Scrum business rules and incorporate lessons learned to improve team efficiency and on-schedule task completion.

Provide CBDP financial management and internal controls support including ERM implementation, funds management, account reconciliation, audit readiness, financial systems integration (DAI, JICAP), and prepare reports and briefings for senior leadership in compliance with GAO, OMB, and DoD standards.

Lead and QA DoD IT program management efforts ensuring compliance with federal financial management standards. Support DoD IT investment/reporting systems, perform technical analysis, engage senior stakeholders, and oversee documentation accuracy.

Provide cross-functional program coordination and customer-facing support for Navy programs: plan and track deliverables, coordinate meetings, monitor metrics, manage stakeholder inquiries, maintain DON-compliant documentation, support onboarding, and prepare executive reports to ensure program alignment and operational compliance.
