Serve as a Business Analyst for a Medicaid-focused government IT project: elicit, mine, and document business rules and processes; write requirements and use cases; perform interviews and policy analysis; model business processes using graphical flow tools; and apply IBM Curam expertise to support DHHS system implementation.

Manage Curam application schema and extensions across development, test, and production. Provide Oracle DBA support, tuning, backup/recovery, and administration (including Data Guard and Oracle Enterprise suite) on AIX. Create database migration plans, develop standards and procedures, work with developers on data requirements and design, and create/modify test and production data and base schemas.

Perform conversion of Unix/Linux servers to authenticate via LDAP, review and define user privileges, and perform basic OS administration. Requires 3-5 years Unix/Linux experience, familiarity with AIX/SLES/RHEL, LDAP knowledge, and SUDO experience. Detail-oriented.

Under supervision, analyze enterprise-wide business needs, document processes and requirements, evaluate feasibility and cost-effectiveness of system solutions, support users and coordinate IT and vendor efforts, and help establish development standards and procedures.

Contract .NET backend developer to design, build, and maintain server-side systems. Work with C# (4.0+), ORM tools (Dapper/Entity Framework), SQL Server, Web Services and Web API. Role is likely onsite in Pittsburgh for a 3–6+ month engagement; local consultants preferred.

Support procurement and finance for the IT division: manage Outlook mailbox and SharePoint for purchase requests, process invoices, accounts payable/receivable, reconcile vendor inquiries, request quotes, and act as IT procurement liaison with VITA/NG on contracts, licenses, and maintenance agreements.

Perform data mapping and cleansing, produce data flow diagrams, requirements specifications, use cases, and acceptance testing. Write SQL queries against SQL Server, use Microsoft Office tools (Excel, Visio, PowerPoint) and apply Child Support Enforcement domain knowledge to support business analysis.

Manage and deliver projects using PMI/PMBOK best practices. Prepare clear reports and documentation, build stakeholder relationships, plan and prioritize tasks, and manage financial planning and budgeting. Requires a bachelors degree and at least three years of project management experience; PMP certification preferred. Must be a local candidate.

Lead and manage complex IT infrastructure and security projects and programs. Define scope, schedule, budget, risks, and deliverables; use SUITE/PMI/SEM methodologies and PPM tools; oversee audits, governance, compliance, status reporting, and project quality assurance across enterprise IT initiatives.

Lead and execute performance testing for monthly releases and major projects. Develop test plans, realistic workload models, and performance frameworks. Monitor servers and batch jobs, provide metric-driven tuning recommendations, manage test documentation and TCOE standards, estimate and allocate resources, and enforce testing best practices across stakeholders.
